The project requests professional engineering services for the assessment, design, and construction required to upgrade the sanitary sewer pretreatment system at the Chippewa Correctional Facility, including all associated infrastructure. The work involves providing Phase 300 Design services, Phase 500 Final Design, Phase 600 Construction Administration - Office Services, and Phase 700 Construction Admin/Field. The existing pretreatment system is at the end of its life and needs replacement with new, industry-standard, durable equipment and controls. The project will replace a manual bar screen with an automated fine screen, properly relocate the grinder, and install a bypass manual screen. A new structure may need to be designed if the equipment will not fit in the existing footprint. The proposal must include a completed PSC Assignment Form (DTMB-0410) and provide clear outlines for the PSC's scope of services, including: - A complete design schedule and assumed construction schedule, including timelines for LARA reviews. - Details on all labor required for each phase. - Documentation of meetings proposed during design and construction phases, the number of site inspections anticipated, and construction progress meetings. - Coordination of fieldwork and scheduling with MDOC in advance. - Listing of all reimbursable expenses (site inspections, field services, testing, plan review), including those recommended or required by the PSC, such as surveys and soil borings. - Assessment of hazardous location classifications and air quality monitoring needs. - Recommendations for general repair or maintenance upgrades to building, lighting, or other elements. Proposal responses must be uploaded to SIGMA VSS, with technical and cost proposals combined if possible, and the total cost for all phases entered as the bid amount.
