Demolition for a municipal facility in Town of Rockingham, Vermont. Completed plans call for the demolition of a municipal facility.

Solicitation for the demolition of two buildings in the Town of Rockingham: 25 Hapgood St. and 37 Old Terrace. Contractor must submit a bid form, Certificate of Insurance (COI), and Non-Debarment Certification. PROJECT SPECIFICATIONS a. The work required under this contract includes all tools, labor, materials, equipment and fees necessary to complete the full scope of work. The Contractor will be responsible for arranging for staging of all materials, supplies, equipment and vehicles needed. b. Any and all damage to the Town’s public infrastructure shall be repaired by a Town selected Contractor at the Demolition Contractor’s expense. c. All waste generated by the project shall be lawfully disposed of in permitted off-site locations and depending upon the waste to be disposed of the Contractor shall provide manifests of such transport and disposal by firms licensed to operate and transport in Vermont. All costs of disposal must be included in the bid. d. The Contractor may need to coordinate with the public utilities for the temporary relocation and/or sleeving of electrical or communication wires. The primary contact for utility coordination is Justin Mason, Green Mountain Power (802-318-7792). e. For the Hapgood Street building, the Contractor will be responsible for taking the water and sewer services to the edge of the road. The Contractor will use Town provided materials to cap and mark those service lines so they can be identified by a Developer. The Town may request the Contractor repair, relace, or upgrade service connects during the project and consistent with the need to maximize the opportunity for redevelopment. If those requests are made, this shall be deemed a separate expense and require a change order. f. The Contractor will be responsible for coordinating with the Bellows Falls Water Department for providing on site water service. The Bellows Falls Water Department will provide the connection and hoses to the project site. The Contractor is responsible for any on-site connections and/or water delivery equipment. Water shall be used for dust control. g. Buildings and structures shall be demolished and removed from the property. Foundation will be demolished to 3 feet below finished grade. The finished site will be a grass lawn with no driveway access. h. The Contractor is responsible for the required Department of Health demolition notices prior to demolition and shall provide the Town a copy. DOH is aware the site has had all asbestos related materials removed and does have an active demolition permit on file. The Contractor is expected to update that existing permit with their information and demolition schedule. i. The Contractor is responsible for notifying Dig Safe. j. Hazardous waste may still be onsite to include heating fuel tanks. These materials shall be removed during demolition and disposed of properly. Heating fuel tanks shall be emptied, removed, and disposed of per Vermont regulations. k. All mobilization and demobilization costs shall be included in the bid. l. The Contractor will provide clean fill for leveling off the site and turf re-establishment. m. The Town of Rockingham makes no claim that the site is safe to work on. The buildings are both structurally compromised and is an active public safety risk. n. Upon project completion, the Contractor will provide a sketch plan to the Planning & Zoning office. The sketch must be to scale and shows the location of the basement walls (3 feet below grade), the location of the water and sewer connects, and the location of any other item(s) identified during the project and relevant to a Developer that would build upon this property.
