Provides preventive and corrective maintenance services necessary to maintain National Institute of Standards and Technology (NIST)-owned emergency power generators and associated automatic transfer switches. The contractor shall furnish all labor, tools, equipment, materials, transportation, supervision, and technical expertise required to ensure the reliable operation and readiness of this equipment. Services include routine inspections, testing, servicing, troubleshooting, repairs, adjustments, and documentation in accordance with manufacturer recommendations and applicable codes and standards. The work will be performed for a one-year base period with four optional one-year periods and will support multiple NIST facilities, including the Boulder campus in Colorado, the Fort Collins Radio Station in Colorado, and the Kauai Radio Station in Hawaii. The objective of the requirement is to sustain mission-critical backup power systems and minimize downtime through timely and effective maintenance. NAICS recommendation: NAICS 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a $12.5 million size standard, is appropriate for this requirement because the primary scope is ongoing maintenance and repair of industrial generators and automatic transfer switches rather than construction, system replacement, or electrical installation. An alternative NAICS would generally not be more suitable unless the requirement were expanded to include major electrical construction, generator replacement, or system upgrades beyond maintenance and repair.
