Contract 2025-06 is for Fire Protection Construction as part of the RJ Hangar and Innovation Center - Phase I at the Johnstown-Cambria County Airport. Bids are to be submitted for the prime contract of Fire Protection Construction. Bids must be prepared and submitted on the prescribed forms in accordance with the Instructions to Bidders and General Provisions (Section 20) in the Project Manual. Each bidder must provide a bid security equal to at least 10% of the Base Bid. The bid security must be in the form and subject to the conditions specified in Section 20 of the General Provisions. No bid may be withdrawn within 120 days after the bid opening. Successful bidders must enter into the Agreement and provide a Contract Bond and evidence of required insurance within fifteen days after notification of acceptance of proposals, all as specified in the Contract Documents. Wages as predetermined by the US Secretary of Labor and Industry and included in the specifications and contract documents must be used for labor payments. All work under the contract is subject to regulations in Division 8 of the Project Manual. Disadvantaged business enterprises will be given full opportunity to submit bids and will not be discriminated against on the basis of race, color, or national origin in consideration for an award. SCOPE OF WORK This project will include the construction of the Regional Jet Hangar & Innovation Center – Phase I. The building will have space for aircraft storage and maintenance as well as office space and restrooms, fire protection system, plumbing system, mechanical (HVAC) system, and electrical system.. The project will also include the site preparation, utility extension, taxi lane, apron, access road, supporting parking lot. New Light poles will be installed and a new stormwater conveyance and aboveground storage system will be added. Also, the ASOS system has some electrical utilities that are within the project area all under a separate contract.
