The Town of Gouldsboro seeks proposals from qualified firms or individuals to conduct a comprehensive assessment of the heating and electrical systems serving the Town Office and Fire Station #1 (connected facilities) to evaluate current conditions, identify deficiencies, and provide actionable recommendations for repair, upgrade, or replacement. The assessment should cover the following scope: - Evaluate the existing heating systems, including equipment type, age, condition, efficiency, and the distribution systems (ductwork, piping, controls, zoning). Identify performance issues, deficiencies, code concerns, and the adequacy of heating for current building use. Provide the estimated remaining useful life of major components. - Evaluate electrical service capacity and distribution systems, identify any safety issues or code deficiencies, assess the adequacy for current and anticipated loads, and review the condition of panels, wiring, and system reliability. Identify constraints affecting future upgrades. - Identify any interdependencies between heating and electrical systems and note any operational or infrastructure constraints due to the building configuration. - Provide prioritized recommendations (short-term, medium-term, long-term), planning-level cost estimates for each major recommendation, and identify options (repair vs. replacement vs. upgrade). Highlight energy efficiency opportunities where applicable. - Deliver a written report (PDF) summarizing findings and recommendations and a 2–3 page executive summary. An optional in-person or virtual presentation to the Select Board and/or Facilities Advisory Board may be requested. Proposals should be concise and include: firm/individual information, relevant experience, qualifications, a brief description of methodology, anticipated site visit(s) and timeline, fee proposal (total not-to-exceed cost), clearly identified assumptions or optional services, and references from at least two recent, relevant projects. Proposals will be evaluated based on relevant experience and qualifications, demonstrated understanding of the project, clarity and practicality of approach, cost, and references. All proposals shall comply with federal, state, and local laws and may require proof of insurance prior to contract execution. Proposals shall be submitted electronically or in hard copy according to the provided submission instructions. The Town reserves the right to reject any or all proposals, waive informalities, and accept any proposal deemed in the Town's best interest.
