Location(s): 1.6 miles of stream that begins near the Casco Bay High School west of Washington Ave. and meets to the Presumpscot River at the Riverside Municipal Golf Course Outline of Work: Briefly and without force and effect upon the contract documents, the work of the contract can be summarized as follows: develop a Watershed Management Plan (WMP) to preserve and improve water quality in Dole Brook. As part of the Maine Municipal Separate Storm Sewer Permit requirements in the City's second-step permit, the Department of Environmental Protection (DEP) has required this WMP to be completed by June 30, 2027. The WMP shall be developed in accordance with the Environmental Protection Agency (EPA) guidelines, including the minimum 9 key elements All proposals shall remain open to acceptance for ninety (90) days from their opening. It is the bidder's sole responsibility to ensure that their bid is submitted prior to the date and time specified. Late and/or faxed bids will be rejected. Proposals from vendors not registered with the Purchasing Office may be rejected; receipt of this document directly from the City of Portland indicates registration. Should a vendor receive this Request from a source other than the City, please contact 207-874-8654 to ensure that your firm is listed as a vendor for this RFP. The City reserves the right to immediately remove consultant employees from the work site if, in its judgment, they are damaging or misusing City property, working under the influence of drugs or alcohol, or otherwise causing harm to the wellbeing of the general public or City personnel. This RFP does not commit the City to award a contract or to pay any costs incurred in the preparation of a response, including costs incurred by the vendor in preparing for or conducting any site visitations. The consultant shall abide by all applicable Federal, State and Municipal laws, including but not limited to employment and labor laws. Consultant's submission of bid shall be acknowledgment that he is thoroughly familiar with project scope and site conditions. Proposers, by submitting a proposal, agree that they have carefully read and fully understand the information provided by the City to serve as the basis for submission of their proposal to perform the work; that they have the capability to successfully undertake and complete the responsibilities and obligations of the submitted proposal; that they have completed attached forms and are submitting same as part of their proposal; that the information contained within their proposal is true and correct to the best of their knowledge; that they did not, in any way, collude, conspire, or agree, either directly or indirectly, with any person, firm, corporation, or other proposer in regards to the amount, terms or conditions of their proposal; and, that by the submission of a proposal, acknowledge that the City has the right to make any inquiry it deems appropriate to substantiate or supplement information supplied by them and that they, the proposer, hereby grants the City permission to make said inquiries, and to provide the City any and all requested documentation in a timely manner. SCOPE OF WORK Development of a watershed management plan that meets the criteria for the Clean Water Act Section 319 Guidance for Watershed Management Plans: Identify the causes and sources of water quality impairments (e.g.: point and nonpoint source discharges, hydrology, habitat, etc.) Determine pollutant load reductions needed to meet water quality goals Develop a list of management measures, including structural measures and non-structural practices, to achieve pollutant reduction goals and prevent further water quality degradation Create an outreach and education plan for the watershed to assist in meeting water quality goals Determine the technical and financial assistance needed to successfully implement recommended management measures and identify potential funding sources Develop a detailed budget and cost estimates for implementing plan recommendations Develop implementation schedule for identified management measures Develop interim project milestones to track implementation of management measures Identify water quality benchmarks to measure progress toward meeting watershed goals Develop a detailed monitoring plan to track progress toward water quality benchmarks Produce an electronic Dole Brook Watershed Management Plan that follows the Department of Environmental Protection's guidance for Watershed Management Plans and is compliant with the EPA's 9-elements of watershed planning. 2. Obtain DEP approval of the updated WMP, incorporating any edits / suggestions and/or addressing any comments or questions about the WMP. 3. Disseminate and discuss the final updated WMP through two public meetings, including Planning Board and City Council Meetings. The method of Contractor Selection has not been Determined at this time.
