Should a vendor receive this Invitation from a source other than the City, please contact 207-874-8654 to ensure that your firm is listed as a vendor for this bid Proposers must provide: The City intends to make one award, to the Highest Qualified Proposer, as a result of this RFP process. The “Highest Qualified Proposer” is defined as the Proposer whose Technical Proposal received the highest overall score based on the evaluation criteria as described in this document. Anticipated construction schedule: Location 1 - Congress Square Intersection – Late Fall 2025 – Fall 2026, 30 weeks of total work, expected winter shutdown - November 15, 2025-April 14, 2026 Location 2 - Union Branch Multiuse Pathway – Late Fall 2025 – Fall 2026, 16 weeks of total work, expected winter shutdown (unless otherwise approved)- November 15, 2025-April 14, 2026 All work shall comply at a minimum with any and all Federal, OSHA, State and/or local codes, including applicable municipal ordinances and regulations. The Contractor shall erect, and maintain at all times, any and all safeguards necessary for the protection of life and property of all maritime, pedestrian and vehicular traffic, where applicable. Question Deadline 07/17/2025 at 12:00 PM ET Questions regarding this RFP shall be made in writing only and be sent to the Purchasing Office, being received They may be hand delivered, mailed, e-mailed to pfitzgerald@portlandmaine.gov or faxed to 207-874-8652. Questions that result in modifications to the RFP will be in the form of a written addendum and sent to all online registered in the Purchasing Office. The City shall not be responsible for any oral interpretation given by City personnel or others. Bid Opining Notes : . All bids shall be submitted on the attached form and are to remain open for ninety (90) days after their opening. Late and/or faxed bids will be rejected. Outline of Work: Briefly and without force and effect upon the contract documents, the work of the contract can be summarized as follows: The consultant firm will provide resident inspection and project management services on the Congress Square Improvements Project & Union Branch Multiuse Pathway, as defined below. The Work will be performed in accordance with standard references that include, but are not limited to, the latest versions of the Maine Department of Transportation’s Local Project Administration Manual & Reference Guide, Maine Department of Transportation’s Standard Specifications, City of Portland Technical Manual, and the City’s How To Plan, Document And Implement Pedestrian Mobility In And Around Work Zones document. The method of Contractor Selection has not been Determined at this time.
