The Work for this Project generally includes, but is not limited to, replacement and installation of approximately 1,185 linear feet of 8 thru 30-inch diameter sewer main and associated appurtenances; CIPP lining of approximately 645 linear feet of 10-inch and 18-inch diameter sewer main; installation or rehabilitation of 16 manholes; replacement of 10 storm sewer inlets; restoration; and all other work identified in the Contract Documents. The Work is geographically located at multiple sites within the City of Harrisburg. The Work includes all materials, equipment, labor, necessary apparatuses, and other miscellaneous labor and materials as contemplated by the Contract Documents. A fee of 0.25% of the bid total, capped at $5,000, is assessed only to the bidders who are awarded the project. Notice is hereby given that Capital Region Water has adopted the Minority Women and Disadvantaged Business Enterprise Plan to ensure that minority, women and other disadvantaged business enterprises have an equal opportunity to receive and participate in all project related construction contracts. Following the submission of DBE documentation in compliance with EPA Regulations regarding initial solicitations, it is the intent of Capital Region Water to ensure nondiscrimination in the award and administration of contracts, to create a level playing field on which minority, women, veteran, service-disabled-veteran, and LGBT-owned business enterprises can compete fairly for Capital Region Water contracts and subcontracts, to help remove barriers to the participation of minority, women, veteran, service-disabled veteran, and LGBT-owned business enterprises and to assist the development of firms that can compete successfully in the marketplace outside of this program. CRW will establish minimum participation levels (MPLs) for the MBEs, WBEs and other DBEs on a project-by-project basis. Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works. The Contract Documents specify the Pennsylvania prevailing wage rate requirements for the Project and are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all of the contractors' employees. Each Bid shall be accompanied by a certified check or Bid Bond payable to "CAPITAL REGION WATER"in an amount of not less than ten percent (10%) of the total Bid Price in accordance with the provisions in the Instructions to Bidders. Capital Region Water reserves the right to reject any and all Bids and to accept any Bid deemed to be favorable to its interests.
