Replacement of critical pipe segments within the Hermantown Interceptor between the meter station near structure HT104 and the structure HT096. Project includes 24-inch diameter sanitary sewer, maintenance holes, temporary conveyance of wastewater, temporary conveyance of stormwater, erosion control, turf restoration, pavement removal and restoration. During the Mandatory Pre-bid Conference, Prospective Bidders Will Have the Opportunity to Ask Questions Relating to Bidding or Constructing the Work Under This Contract. If Deemed Appropriate by the Engineer, Questions That Cannot Be Addressed by Direct Reference to the Bidding Documents Will Be the Subject of an Addendum Issued to All Plan Holders. A Bidders Failure to Attend the Pre-bid Conference Meeting Shall Cause Any Bid Submitted by That Bidder to Be Deemed Non-responsive and Will Cause Such Bid to Be Returned Unopened. This Project Labor Agreement shall apply and is limited to all construction work included in all bid categories for the Project under the direction of and performed by the Contractor(s), of whatever tier, which may include the Project Contractor, who have contracts awarded for such work on the Project. Such work shall include site preparation work and dedicated off-site work. Provide all labor, material, equipment and incidentals required and perform all site preparation, complete as shown on the Drawings and in these Specifications. Obtain all permits required for site preparation work prior to proceeding with the work including clearing, grubbing and tree removal. The areas to be cleared, grubbed and stripped within the project shall be minimized to the extent possible for the scope of the pipe cleaning, inspection, maintenance and access (both permanent and temporary to reach manholes) to construction work. No unnecessary site preparation within these areas shall be performed. Provide and maintain temporary access roads sufficient for the temporary flow diversion system and rehabilitation operations. The CONTRACTOR shall determine the actual existing conditions of the site as it affects this portion of work.
