The City of Pismo Beach ("City") is requesting a proposal from qualified firms with expertise performing comprehensive cost allocation and user fee studies for local municipalities. The scope of services includes a Cost Allocation Plan and a User Fee Study in addition to developing a Capital Improvement Plan (CIP) Administrative Rate and Work Order Rate Analysis, and OMB Circular A-87 Qualified Overhead Cost Allocation Plan. The purpose of this project is to ensure that the City of Pismo Beach is utilizing comprehensive overhead rates and accurately accounting for the true cost of providing various services within and to all City operations, including capital projects. Proposals received after that date and time will not be considered. Each proposal must be submitted to the City Clerk's Office in a sealed envelope plainly marked with the proposal title and bidder name. Submit the not-to-exceed fee proposal and standard hourly billing rates in a separate sealed envelope and as a separate electronic document at the same time and as a companion document to the proposal. There is no express or implied obligation for the City of Pismo Beach to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. The City of Pismo Beach reserves the right to reject any and all proposals submitted. Applications submitted in response to this request for proposal (RFP) will be reviewed by a team consisting of City representatives. The team will review all complete, eligible qualification submittals received by the deadline. Upon evaluating the qualifications provided in the applications, the team may identify top vendors to be invited for finalist interviews. The method of contractor selection has not been determined at this time.
