Site work and paving for a bridge / tunnel in Leesburg, Georgia. Working plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
As of February 8, 2024, project is temporarily on hold. Repair of a damaged bridge in Lee County. In general, the Chokee Creek Bridge on New York Road has damage to the railing (from a fallen tree) that is in need of repair. Approximately 27' of side railing and three columns need to be replaced to match the existing bridge rails. Photos of the damage are included in this document for the purpose of "defining the scope of work only". The three (3) top concrete rail sections that are in need of repair and replacement were each measured to be 9'x6"x8" and the three (3) column sections were measured to be 12"x11"x32" each. Also included is a broken section of the bottom edge of the bridge deck adjacent to one of the columns. Interested bidders should visit the project site to determine all required materials and methods including required demolition and cleanup, dowels and rebar, and all work required to leave the County with a finished bridge repair with matching structurally sound railings and no exposed reinforcing steel (rebar). During the repair work, New York Road may be closed at the bridge section with proper traffic controls and signage supplied by the Contractor and located at the detours. The closed section must reopen at the end of each workday. The Contractor Shall: 1) Verify the quantities of materials needed. 2) Use only the attached bid form. All bids shall include all costs for materials, equipment, and labor required to provide the County with a repaired bridge back to or better than its original structurally sound condition. 3) Begin work on this project within 45 calendar days of written notification from the County to proceed. 4) Perform all work on this project in accordance with the Georgia Department of Transportation Standard Specifications, 2013 Edition, as amended by supplemental specifications and contract provisions. Contractors must be Georgia Department of Transportation certified. 5) Maintain all aspects of the project including traffic control devices until the Board of Commissioners accepts the project. 6) Be responsible for all erosion control items covered and not covered in this document. 7) Repair any damage done to any existing roadway, ditch, or lawn caused by negligence or faulty workmanship using like materials and construction. As necessary, contractor shall be responsible for shoulder grading until grassing is established or accepted by County. Shoulders will be re-graded as necessary until acceptance. 8) The contractor shall maintain safe traffic conditions at all times and a minimum of a 3-day notice shall be given to the owner, in writing, prior to any road closures. 9) Complete all work on this project by 5:00pm 30 days from the time the notice to proceed is received, or liquidated damages of $100.00 per day will be assessed against the contractor. An extension of time may be granted by Lee County, in its sole and absolute discretion, beyond the deadline for project completion, in the event that, during the course of the performance of the contract, the work required by the contract cannot be performed as a direct result of inclement weather. No liquidated damages will be charged or payable with respect to any day that Lee County determines that the contract work cannot be performed due to inclement weather, and the date for completion shall be extended day for day for each day that it is determined that the contractor is unable to perform due to inclement weather. 10) The Contractor shall be solely responsible for all liabilities, suits, actions, and claims of every character whatsoever incurred or brought for or on account of any injuries (including death) damages, or loss incurred, received, or sustained or claimed to have been incurred, received or sustained by any person or persons or to any property, real or personal, whether on or adjacent to the job site or not, rising out of or in any way connected with the matters and things set forth in these specifications, or other of the contract documents, whether due to the negligence of Contractor, Lee County, or otherwise, and the Contractor covenants and agrees to indemnify and save harmless Lee County, and its elected officials, employees, and from any and all from all liabilities charges, expenses and cost on account of or by reason of any such injuries, damages, liabilities, claims, suits, or losses, referenced above, however occurring, including any costs incurred in defending against the same. To further assure the performance of this covenant the Contractor shall procure and constantly maintain in force at its expense, the liability insurance set forth in this document. The County Shall: 1) Make the necessary arrangements with the utility companies and request them to relocate all utilities out of the limits of construction if applicable. 2) Pay the contractor in monthly payments in accordance with voucher reports. A 5% retainage of the bid amount will be withheld from the contractor until the Board of Commissioners accepts the project. This contract shall not exceed the contractor's bid amount without prior written approval from the Board of Commissioners. All extra work approved by the Board of Commissioners shall be paid on the basis of unit price as stated in the contractor's bid. Work and payment for items specifically not listed on the bid schedule will be considered incidental to the pay items in which the work is required to be performed. No bids shall be withdrawn for a period of 60 days after the bid opening. Bidders are required to examine all maps, plans, drawings, specifications and data mentioned in the specifications, contracts, or proposals on file with Lee County at 102 Starksville Avenue North Leesburg, Georgia, or at such other location or locations established by Lee County from time to time with respect to such proposed project. No plea of ignorance of conditions that exist or that may exist after the date of these instructions, or of any conditions or difficulties that may be encountered in the execution of the work under any contract issued hereunder, resulting from the bidder's failure to make the necessary examinations and investigations, shall be accepted as an excuse for any failure or omission on the part of the successful bidder to fulfill in every detail all requirements of any contract issued hereunder. Nor will such reasons be accepted as a basis for any claims whatsoever for extra compensation, change orders, or an extension of time to complete the required work under the contract issued hereunder. Any bid submitted unsealed, unsigned, fax transmissions, email transmissions, or those received subsequent to the aforementioned date and time, will be disqualified. Contractors are responsible for informing any commercial delivery service, if used, of all delivery requirements and for ensuring that the required address information appears on the outer wrapper or envelope used by such service. The submittal must be signed by a company officer who is legally authorized to enter into a contractual relationship in the name of the contractor. Failure to comply with the written requirements for this project may result in disqualification of the submittal by the Lee County Board of Commissioners. The Board of Commissioners reserves the right to accept or reject any or all bids received and/or disregard informalities or irregularities in the Bids received. There will be no addenda to the contract once the contract has been accepted and signed, unless initiated by the County. All expenses involved with the preparation and submission of the Invitation to Bid to the Lee County Board of Commissioners, or any work performed in connection therewith is the responsibility of the Bidder(s). Submission of any proposal indicates acceptance of the conditions contained in this document unless clearly and specifically noted otherwise in the proposal. The Lee County Board of Commissioners operates with a five (5) member County Commission. It is possible that the successful Bidder may need to make one or more appearances at County Commission meetings to answer questions or present results.
