Noeland Avenue Pavement Repairs Inquiries regarding this contract must be uploaded to Online by 5 PM on May 28, 2024. Estimated Contract Value: $55,000 Bids must be made on the forms furnished within online. Each Bid shall be submitted in accordance with the Instructions to Bidders and the Instructions for Submitting Electronic Bids set forth in the Bid Packet, including, but not limited to, a Bid Bond (issued by a surety licensed to conduct business in Pennsylvania), Bank Money Order, or Certified Check for not less than ten percent (10%) of the Bid amount payable to PB; an Agreement of Surety certifying that the required Performance, Payment, and Maintenance Bonds will be provided by the Successful Bidder to PB upon the awarding of the Bid; and proof of insurance as required by the Contract Documents. The Successful Bidder will be required to furnish Performance and Payment Bonds in the amount of 100% of the Contract Price. Bidders are advised that should the total contract value exceed $100,000.00, the contractor shall pay no less than the wage rates as determined in the decision of the Secretary of Labor and Industry and shall comply with the conditions of the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442), as amended August 9, 1963 (Act No. 342) and the regulations issued pursuant thereto, to assure the full and proper payment of said rates. Award of Contract, if a Contract be awarded, will be to the lowest responsible bidder. Penndel Borough reserves the unqualified right to reject any or all bids and to waive any informalities or irregularities in the bidding, when, in the opinion of the Borough, such rejections or waivers are to its interest or advantage. Bids may be held by PB for a period not to exceed sixty (60) days from the date of the opening for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding of the Contract. PROJECT DESCRIPTION The purpose of the project is to repair damaged pavement on Oak and Holly Avenues in advance of surface treatment, and in other locations defined by the Borough to repair failed pavements. This project consists of the following work: Noeland Avenue Pavement Repairs South of Lincoln Highway: o Establish work Zone Traffic Control. o Mill 1.5 inches wearing course from road surface. o In locations determined unsuitable for wearing course. mill 3 inches deep for Flexible Base Replacement (base repair). o Proof Roll or otherwise evaluate condition of underlying base or subbase. o Replace unacceptable subbase with aggregate to stabilize unsuitable areas. o Prepare and Tack Coat all surfaces. o Place 3 compacted inches of Superpave WMA 25 mm base course. o Tack coat all surfaces. o Install 1.5 to 2 inches Superpave WMA 9.5 mm wearing course over entire cartway from Lincoln Highway to Crescent Avenue. o Seal all curb lines and pavement joints. North of Lincoln Highway: o Establish work Zone Traffic Control. o Mill 4 inches deep for Flexible Base Replacement (base repair) in locations marked. o Proof Roll or otherwise evaluate condition of underlying base or subbase. o Replace unacceptable subbase with aggregate to stabilize unsuitable areas. o Prepare and Tack Coat all surfaces. o Place 4 compacted inches of Superpave WMA 25 mm base course. o Seal all pavement Joints. The time for completion of work under this contract shall be 90 calendar days.
