Site work, paving, outdoor lighting, new construction and renovation of a mixed-use development in South Park, Pennsylvania. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; for outdoor lighting for a sidewalk / parking lot; for the construction of a water / sewer project; for the renovation of a sidewalk / parking lot; and sidewalk / parking lot.
The general description of the Work includes, but is not limited to the following: Contract One - General Construction: This project consists of the construction of a new headworks facility that will house a new coarse and fine screen systems, new influent flow metering devices, new raw sewage pumps and wet well, new grit removal facilities, new screenings and grit washing/compacting equipment, and new grit pumping facilities. Partial demolition of existing secondary clarifiers will be required to create space for new headworks facility. Also included in the project are a new primary clarifier influent distribution system, a new sludge thickener and cover, a new centrifuge for sludge processing and associated sludge conveyance, phosphorus removal equipment and associated building, and odor control equipment. Site work consists of the installation of two new influent sewer lines, general excavation and hauling, site grading, utility and existing site piping relocations and modifications, sidewalks and paving, parking areas, installation of new site piping, and a retaining wall/support system to protect the new facilities from Piney Fork stream. Partial excavation into rock and a structural support system for the new headworks facility will be required. General Contractor is to coordinate closely with the Electrical Contractor and HVAC/Plumbing Contractor. Contract Two - Electrical Work: This Contract consists of the installation of new equipment control panels, motor control centers, raw sewage pump VFDs, disconnect switches and associated conduit and wire. Installation of power/wiring/controls for new processes, odor control, and HVAC equipment. Installation of process control systems, updating existing process control functions. Installation of building and site lighting. Installation of components for upgrades to the existing plant SCADA system that will incorporate the new equipment. Coordination with General Construction Contractor for connection of new equipment provided under Contract One and Contract Three. Contract Three Plumbing/HVAC Work: This Contract consists of Demolition of existing HVAC systems, equipment and piping. Installation of new HVAC systems including unit heaters, make-up air units, air conditioning units, ductwork, fans, and HVAC controls. Installation of new plumbing systems and associated piping/drains. Coordination with General Construction Contractor for connection of new equipment provided under Contract One and Contract Three. Each proposal shall be accompanied by a Bid Bond in the amount of ten percent (10%) of the total bid which will be returned upon award of the Contracts. The successful bidder will be required to furnish a performance bond and labor and material bond at contract initiation for the full amount of the contract. Upon accepted completion of the contracts, the successful bidder will be required to provide a two (2) year maintenance bond for the work performed. This project is being partially funded by PENNVEST funds, and the successful Contractors will be required to follow all PENNVEST contract regulations and reporting as required by PENNVEST regulations. Because of the PENNVEST funding process, Contractors will be required to hold their bid price for a period of up to 120 days to complete the PENNVEST closing. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. For steel purchases, Contractors will be required to comply with the purchase of American Iron and Steel (AIS) in accordance with the provisions of the Federal Consolidated Appropriations Act, January 17, 2014, P.L. 113, No. 76, 436, for all construction contracts awarded as part of this project. The Bethel Park Municipal Authority reserves the right to accept or reject any or all bids and to waive any informality in any bids should it consider same to be in its best interest. Bids may not be withdrawn for a period of one-hundred twenty (120) days after date of receiving bids to coincide with the required closing period.
