The Project includes the furnishing of all labor and materials for the construction complete in-place, of the following: Structural Stabilization Bidding (with background): The 'First Public Works Building', a single-story rectangle building approximately 56ft x 26ft, located at 151 Oak Street, was built in 1937 as a wastewater treatment facility. It has recently been recognized as a historic building by the Excelsior Heritage Preservation Commission. Its gable roof is built of hand-framed wood trusses, bearing on two-wythe masonry exterior walls, supported on a reinforced concrete foundation (an original 14-18ft deep basement, filled with undocumented fill when the building was decommissioned). The condition of the building is varied, including significant deterioration, particularly of the masonry. A structural assessment was conducted by a licensed professional engineer, producing a memorandum dated November 4, 2024 (New History). Bids are requested for structural stabilization of the existing structure, with two different options, and alternates for consideration. The proposed scope of work is intended to address structural stability, and does not address building systems (MEP, fire protection, etc.), energy compliance (insulation), or code for egress and accessibility (exits, pathways). The work includes reinforcement of the wood roof trusses, masonry restoration of the exterior walls, structural support, and concrete work. The options are described as "10-year fix" and "30-year fix", which are approximations. Alternates include replacement of doors and windows. The provisions of MINN. STAT. 16C.285 Responsible Contractor are imposed as a requirement of this contract. All bidders and persons or companies providing a response/submission to the Advertisement for Bids of the City of Excelsior shall comply with the provisions of the statute. The website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from other sources. The City Council reserves the right to reject any and all Bids and to waive any Bids received without explanation. No Bid may be withdrawn for a period of 60 days. For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
