Site work and paving for a mixed-use development in Seaside Heights, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Deviation from this submittal procedure will subject the proposal to rejection. The work of this Contract includes, but is not necessarily limited to the following: Removal and disposal of +-96,115 square feet of existing boardwalk decking from Grant Avenue to Franklin Avenue, with some sections on Lincoln Avenue and Dupont Avenue; furnishing and installation of new 2"x6" screwed-in-place MCA timber decking; installation of 2" electrical PVC conduit at various locations along/under the boardwalk; removal and construction of 10 new pedestrian timber ramps and 9 timber stairs along the west side of the Borough's boardwalk including piles, girders, joists, decking, railings, all hardware and stair stringer/steps; redecking of 8 existing pedestrian timber ramps and 3 timber stairs along the west side of the Borough's boardwalk; removal and construction of 1 vehicle access ramp, and redecking on 1 vehicle access ramp; timbers skirting along the underside of select boardwalk, stair, and ramp sections; disposal of all construction debris and all labor, material, and equipment necessary and incidental thereto. Each Proposal must be submitted utilizing the forms contained within the Contract Documents. It must be enclosed in a sealed envelope bearing on the outside the name of the BIDDER, his address and name of Project(s) for which the Bid is submitted. Materials to be contained within the sealed envelope are specified under "Instructions to Bidders." Bid Proposals shall be complete, in ink, and any Bids incomplete or not submitted in a sealed, specially addressed envelope may be considered informal. Bid documents cannot be obtained at the Seaside Heights Municipal Building or at Van Cleef's office. Each Bid must be accompanied by a proposal guarantee in the form of a Bid Bond or Certified Check for an amount equal to ten percent (10%) of the full amount of each Contract Bid, not to exceed $20,000. Surety shall be made payable to: Borough of Seaside Heights and shall be without condition or qualification. All Bidders shall be required to comply with Chapter 127, P.L. 1975, c. 127, requiring each Bidder and each Subcontractor to formulate and submit to the proper authorized representative of the State of New Jersey an Affirmative Action Program of equal opportunity which guarantees minorities employment in all categories. Bids are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27. All bidders must comply with the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq. and the N.J.S.A. 34:1B-5.1, Chapter 150 Laws of 1963. If the Bidder is a Corporation or a Partnership, the Bidder, in conformance with Chapter 33, P.L. 1977, shall submit with his Bid, a statement setting forth the names and addresses of all stockholders who own a 10 percent or greater interest in the firm. The Borough reserves the right to waive any informalities or to reject any and all Bids, if it is in the public interest to do so. No oral interpretation shall be made to any Bidder as to the meaning of any of the Contract Documents or be effective to modify any of the provisions of the Contract Documents. All questions shall be submitted in writing to the Engineer and shall be postmarked at least ten (10) days before the established date for Bid opening.
