Last day for written Inquiries to be received by the Department December 13, 2024 5:00 PM Florida Department of Agriculture and Consumer Services Email: Bids@FDACS.gov The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to obtain competitive bids for parking area paving improvements at multiple locations within Indian Lake State Forest located in Silver Springs, Florida and Ross Prairie State Forest located in Dunnellon, Florida, according to the technical specifications set forth herein. This Invitation to Bid (ITB) and all activities leading toward the anticipated issuance of a Construction Project Agreement between Owner and Contractor are conducted pursuant and subject to Chapters 255, and 287, Florida Statutes (F.S.), and Rule 60D-5, Florida Administrative Code (F.A.C.). This solicitation will be administered through the Vendor Information Portal (VIP). Bidders interested in submitting a bid must comply with all terms and conditions described in this solicitation. It is the intent of the Department to make a single award, or no award, as determined to be in the best interest of the state. MANDATORY REQUIREMENTS The FDACS has established certain requirements with respect to bids to be submitted by bidders. The use of "shall", "must" or "will" (except to indicate simple futurity) in this ITB indicates a requirement or conditions from which a material deviation may not be waived by the Department. A deviation is material if, in the Department's sole discretion, the deficient response is not substantial accord with the ITB requirements, provides an advantage to one bidder over other bidder, has potentially significant effect on the quantity or quality of items bid, or on the cost of the Department. Material deviations cannot be waived. The words "should" or "may" in this ITB indicate desirable attributes or conditions but are permissive in nature. Deviation from, or omission of, such a desirable feature, will not in itself cause rejection of a Bid. CONFLICTS AND ORDER(S) OF PRECEDENCE All bids are subject to the terms of the following provisions of this ITB, which in case of conflict shall have the following order of precedence: 1) Addenda, in reverse order of issuance, 2) ITB, including attachments, and 3) Construction Contract. The two projects require the Contractor to do the following: - - - Confirm base lime-rock and add as needed to achieve a six-inch (6") base for all areas. After grading, base will be rollerpacked, primed and sanded, then swept clean before paving. All new asphalt will be two-inch (2") of S.P 12.5 asphalt. 2.3.1. SITE A New asphalt for equestrian trail driveway to lime-rock parking area at Indian Lake State Forest (APPENDIX I - SITE A). Driveway connection at NE 58th Avenue and the equestrian parking access driveway must meet commercial driveway standard. Equestrian driveway to be 30' wide at the right of way line and have a 32' radius. Road base will be minimum of 20' wide and crowned from 2 - 2-1/2%. Area of access road from NW 58th and equestrian parking area is approximately 300' long and 20' wide. 2.3.2. SITE B New asphalt for group camping road from entrance driveway to parking area; include group parking area in Indian Lake State Forest (APPENDIX I - SITE B). Remove existing asphalt in group camping parking area. Contractor is responsible for proper disposal of all removed asphalt. Road base will be minimum of 17' wide and crowned from 2 - 2-1/2%. Distance from Indian Lake State Forest access road to group camp parking area is approximately 105'. 2.3.3. SITE C New asphalt for day use parking area at lake in Indian Lake State Forest (APPENDIX I - SITE C). Area of day use parking area at lake is approximately 125' x 75'. 2.3.4. SITE D Add asphalt for overnight camp parking area at Ross Prairie State Forest (APPENDIX I - SITE D). Asphalt area will be a minimum of 27' x 67', crowned from 2 - 2-1/2%.
