This is a Restrictive Bid NOTICE: To bid on this project, you must receive an e-mail directly from the City of Richland Purchasing DIVISION. If you only received notice from online you are not necessarily eligible to bid. Contact Purchasing at 509-942-7710 if you have questions regarding your eligibility. An invitation to Bid was issued in accordance with RCW 35.22.620, which permits the use of a Small Works Roster to solicit bids. Only qualified contractors who have (1) filled out an application to be on the MRSC Small Works Roster in the catergory of Drainage and Irrigation - General and have been accepted, and (2) been invited to bid on this project directly by the City of Richland Purchasing Division, may submit bids. The project consists of, but is not limited to, furnishing all materials not specifically identified as owner-furnished, labor, tools and equipment necessary to perform the work required. The project consists of the replacement of two (2) center irrigation pivot systems prior to the 2025 irrigation season and an updated assessment of all pivot systems. Base Bid: Crop Circle 306 system, which is 1,280 ft long with 8 towers, providing irrigation to 124 acres. Crop Circle 401 system, which is 984 ft long with 6 towers, providing irrigation to 75 acres, refer to Attachment A Aerial Map. All viable irrigation materials removed from the existing crop circles shall be stored in the already established area on the property for future repairs. Engineer's estimate: $225,000 - $275,000 There is no pre-bid conference for this bid. The project site is available for viewing at Horn Rapids Road for Crop Circle 306 and SR240 for Crop Circle 401. Bidders are strongly encouraged to visit the project site. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Time for Completion: The target completion date is March 15, 2025. Public Bid Opening will be held using Zoom meeting. Bidders are encouraged to attend remotely, but may attend in person at 2700 Duportail Street, Building 200 (Purchasing office), Richland, WA. The Public Bid Opening will begin after 2:01 p.m.; however, the public will need to attend by either calling in to hear the opening or by accessing Zoom Meeting to view the opening Bidder shall submit with its bid either a surety company bid bond on a form provided by the Owner, or a cashier's check payable to the order of the City of Richland, in an amount not less than five percent (5%) of the total amount of the Bid. Bids not accompanied by an appropriate bid guaranty may be rejected as non-responsive. No bidder may withdraw its bid after the bid submission deadline, unless the award of the contract is delayed for a period exceeding 60 days from the bid submission deadline. Questions via telephone or in person will not be addressed. Communications with other than the listed individual(s), or other staff in the Purchasing Division may cause the Bidder to be disqualified.
