Site work and outdoor lighting for a sidewalk / parking lot in Richland, Washington. Completed plans call for site work for a sidewalk / parking lot; and for outdoor lighting for a sidewalk / parking lot.

The successful contractor shall provide all labor, materials, and equipment to complete the Scope-of-Work. The base Scope-of-Work (SOW) includes the installation of approximately 435 LF of 4" thick x 6' wide sidewalk and pole-mounted lighting along the south side of Bldg. 3340, as depicted on drawing sheet Cl-101 and El-102, including the associated sod and soil removal, site prep, irrigation reroutes, and associated conduits, conductors, and handholes, as required by the plans and specifications. The base SOW also includes the installation of a ~20' long x 4" thick x 6' wide sidewalk running perpendicular from the new sidewalk to the south entrance into Bldg. 3340, also depicted on Cl-101, the installation of new emergency exit door hardware on the south entrance door, the installation of a new proximity access card reader pedestal, and the installation of new access control hardware on the door. The project plans (and the Contractor's proposal) include two Bid Alternates (identified on Cl-101): Bid Alternate # 1: 5' long x 2' wide x 6" thick concrete splash pad adjacent to the existing sidewalk on the NE corner of Bldg. 3340 (including associated demo and site work). Bid Alternate # 2: 53'4" long x 5' wide x 6" thick concrete pad adjacent to the northeast wall of Bldg. 3340, immediately south of the Bid Alternate # 1 splash pad (including associated demo and site work). Location: 3340 Building, 3340 Stevens Dr. Richland, WA 99354 Contract Type: Firm Fixed Price Duration/Completion: Project Complete ready for use, No Later Than, 05/30/2025. All inquiries shall be submitted in writing by email. Bids shall be received via email on or before the due date at the following address: alyssa.owens@pnnl.gov. If the Bidder finds discrepancies, omissions, or is in doubt as to the true meaning of any part of the contract documents, Bidder MUST submit a WRITTEN request for clarification or interpretation using Request for Information (RFI) form and address it to the Contract Specialist listed on Page 1, no later than 2:00 p.m. PST; 2/3/2025. Submittals may not be considered if submitted after this time. Bid Guarantee [Adapted from FAR 52.228-1 (Sept 1996)] (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The Proposer shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to Battelle, postal money order, certified check, cashier's check, or irrevocable letter of credit. Battelle will return bid guarantees, other than bid bonds (a) To unsuccessful Bidders as soon as practicable after the opening of bids; and (b) To the successful Bidder upon execution of Contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20% percent of the bid price or $3,000,000, whichever is less. (d) If the successful Bidder, upon acceptance of its bid by Battelle within the period specified for acceptance, fails to execute all Contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the Bidder, Battelle may terminate the Contract for default. (e) In the event the Contract is terminated for default, the Bidder is liable for any cost of acquiring the Work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference. Prime Contractor shall be pre-qualified prior to submitting bid; likewise, Subcontractors to a Prime Contractor performing work shall be prequalified prior to issuance of NTP. Note - An Experience Modification Rate (EMR) of less than or equal to 0.9 for Prime Contractor (1.0 for Subcontractors) and no willful OSHA/State Labor & Industries Citations over the past three years is needed to meet the pre-qualification requirement.
