The request for information deadline is Tuesday, March 18, 2025, 2:00PM The City of West Haven is seeking proposals from qualified contractors for the decontamination and cleaning of the Incinerator Room located at the City of West Haven Water Pollution Control (WPCA) facility. The selected contractor will be responsible for the removal of ash and approximately 50 silica sandbags in compliance with all applicable regulations and best practices. The Contractor awarded the RFP will be required to perform the following services: Decontamination and Cleaning o Perform a complete cleaning of the Incinerator Room, including the removal of all ash and approximately 50 silica sandbags. o Ensure that the work is conducted during normal working hours (7:00 AM - 3:00 PM) with a site representative from both WPC and the awarded contractor present. o Coordinate with the WPC Site Lead regarding proper dumpster and equipment allocation prior to work commencement. o Ensure that certain surfactants that may cause foaming and affect the overall process are not utilized. o Address access limitations, including the removal of the dumpster if necessary for man lift entry. Assessment and Inspection o Conduct a thorough inspection of all surfaces in the Incinerator Room. o Identify contamination levels through sampling and testing as needed. o Establish baselines to determine the extent of contamination and inform the remediation strategy. Development of Remediation Plan o Provide a detailed remediation plan including: o Containment strategies o Equipment and materials required o Execution timeline o Address OSHA compliance requirements, including respiratory protection, ventilation, and hazard communication. Containment and Removal o Implement containment measures to prevent the spread of contaminants in accordance with OSHA 1910 and 1926 standards. o Follow industrial hygiene best practices and hazard mitigation protocols for the removal of contaminated materials. Air Quality Control and Monitoring o Utilize engineering controls and air filtration systems (e.g., HEPA) to maintain safe air quality during remediation, if necessary. o Conduct pre- and post-remediation air quality testing to ensure levels are reduced to acceptable standards. Personal Protective Equipment (PPE) o Provide and enforce the use of appropriate PPE for all personnel, including: o Respirators o Gloves o Protective suits o Eye protection o Adhere to OSHA standards 1910.134 (Respiratory Protection) and 1910.120 (Hazardous Waste Operations). Disposal of Contaminated Materials o Handle, transport, and dispose of all contaminated materials in accordance with local, state, and federal regulations. o Maintain compliance records documenting proper disposal. Final Inspection and Clearance Testing o Perform a final inspection upon completion of the remediation process. o Conduct clearance testing to verify that all contaminants have been adequately removed, and the space is safe for continued use. All Respondents submitting a bid must possess an active business license issued by the State of Connecticut at the time of the bid submission. The license must be valid and in good standing throughout the entire bidding process. The City reserves the right to require the awarded Respondents to provide a detailed pricing structure for maintenance and support services for the initial contract term. It is the responsibility of the Respondents to maintain an active Connecticut business license for the duration of the contract period. In the event that the Respondent's license lapses at any time during the contract period, the City will provide a grace period of fourteen (14) calendar days for the Respondent to reinstate the license to active status. Failure to reinstate the license within the fourteen-day (14-day) grace period may result in termination of the contract at the discretion of the City. The City reserves the right to reject any and all proposals, to waive any irregularities or informalities in the proposal process, and to accept any proposal that it deems to be in the best interest of the City. This RFP does not obligate the City to award a contract or to pay any cost incurred in the preparation or submission of proposals. The awarded contractor will provide all labor, equipment, and materials necessary to perform sufficient cleaning and sustainability, adhering to city standards and specifications. This contract aims to ensure consistent, high-quality services for the City of West Haven, with an emphasis on cost efficiency and the timely completion of services needed.
