Information regarding an awarded firm is pending. _________ The City of Thomasville is soliciting statements of qualifications from consulting firms interested in providing professional design services for the Balfour Park Improvement Project. The City intends to contract with one Consultant to (1) complete the design development and produce construction documents for a preliminary design concept that was created for phase 1 improvements at Balfour Park and (2) provide support during the corresponding bid and construction phases of the project. The Consultant is expected to offer a variety of professional design services to support the park improvement project described herein, including (but not limited to) landscape architecture, civil engineering, and architecture, as well as mechanical, electrical, plumbing, and aquatic engineering services as needed. The City intends for the project to be ready for bid in October 2025 and desires project construction to be completed by Summer 2026. Construction will likely be funded through a combination of City SPLOST funds and a Land and Water Conservation Fund (LWCF) grant; therefore, respondents should be familiar with the LWCF grant program_s compliance requirements. The City of Thomasville ("City") is soliciting Statements of Qualifications (SOQs) from qualified firms or teams interested in providing professional design services for the Balfour Park Improvement Project. The City intends to contract with one Consultant to (1) complete the design development and produce construction documents for a preliminary design concept that was created for improvements at Balfour Park and (2) provide support during the corresponding bid and construction phases of the project (herein referred to as the "Project"). This Request for Qualifications (RFQ) seeks to engage a qualified firm or team ("Consultant") to provide the scope of services outlined in Exhibit A of this solicitation. A Selection Committee will be appointed to review and rank each response to this RFQ and provide a recommendation to the Thomasville City Council to enter into a contract with the Consultant whose qualifications are determined to be the most advantageous for the City with respect to this project specifically. All respondents to this RFQ are subject to instructions communicated in this document and are cautioned to completely review the entire RFQ and follow the instructions carefully. The City of Thomasville reserves the right to reject any or all SOQ submittals and to waive technicalities and informalities at the discretion of City. 1.2 IMPORTANT - A RESTRICTION OF COMMUNICATION IS IN EFFECT FOR THIS PROJECT From the advertisement date of this solicitation until successful respondents are selected and the award is made official and announced, firms are not allowed to communicate about this solicitation or scope with any City of Thomasville staff or elected official, including City Council members, except for the submission of questions as instructed in the RFQ or with the contact designated in Section 7.3 of the RFQ. For violation of this provision, the City of Thomasville reserves the right to reject the submittal of the offending respondent. 1.3 Disadvantaged Business Enterprise (DBE) Goal There is no DBE goal for this project. However, efforts in Women and Minority Business Enterprise (W/MBE) or Disadvantage Business Enterprise (DBE) inclusion are encouraged. 1.4 Scope of Services Under the terms of the resulting agreement(s), the selected Consultant will provide design, preliminary engineering, bid assistance, and construction administration services for the project identified. The anticipated scope of work for the project/contract is included in Exhibit A. Qualified firms must demonstrate competence and experience in all areas of expertise required by the scope of services. 1.5 Contract Term and Type The City of Thomasville anticipates one (1) contract to be awarded to one (1) firm, for the subject project. The City anticipates that the contract type will be paid via Firm Fixed Price and/or Cost-Plus Fixed Fee methodology. As a project specific contract, it is the City's intention that the agreement will remain in effect until successful completion of the project.
