Clay County is seeking companies to provide cured-in-place pipe services at various locations as needed. Clay County is soliciting sealed bids for Cured-in-Place Services. The purpose of this bid is to establish a contract for Cured-in-Place Pipe Services (CIPP) at various locations throughout the county on an as needed basis. The bid shall remain in effect for two (2) years from the date of award by the Board, with the County reserving the right and option to extend the bid for an additional two (2) twelve month periods. The Bid will be awarded based on the lowest two responsive and responsible bidders for the total Unit Cost Prices. For each Project Task, both Contractors will be asked to provide a Lump Sum Price for Site Preparation, Maintenance of Traffic, and Miscellaneous Non-Bid Items. The County will provide the estimated schedule of values to each contractor prior to the contractor providing the Lump Sum Prices. This also includes any Non-Bid Items that may be determined during the project scoping. A Purchase Order and task order will be issued based on the lowest overall bid prices that include the lump sum prices provided at the time of each Project Task and the Unit Cost Prices provided at the time of Bid. Question Deadline 04/16/2025 at 4:00 PM ET Final Addendum: April 23, 2025, 4:30pm. Inquiries may only be submitted to the Purchasing Department. Bidders shall submit all inquiries via electronically. If provided for in the RFB Advertisement, Introduction Timeline, or Supplier Questionnaire Section; Bids require a five (5%) percent bid bond and may not be withdrawn after the scheduled opening time for a period of thirty (30) days. The term bid bond shall include bonds or cashier or certified checks payable to the County. Any Cashier or Certified Check must be uploaded with the Bid and the original Cashier or Certified Check must be received by the Purchasing Department no later than two (2) business days after the RFB due date. Clay County reserves the right to cancel a RFB at any time prior to approval of the award. The decision to cancel a RFB cannot be the basis for a protest under the Bid Protest Procedures as referenced herein. The Board reserves the right to reject any and all Bids without cause and to waive technical and nontechnical or non-material defects in the request or submittals of any Bids.
