Renovation of an educational facility in Keyser, West Virginia. Completed plans call for the renovation of a educational facility.

West Virginia University on behalf of its Board of Governors ("BOG") located in Morgantown, West Virginia ("WVU" or "University") is initiating this Request for Bids ("RFB") from qualified, experienced, and licensed Contractors to provide labor, materials, and equipment required for the removal of existing roof related materials and systems and the providing of new replacement materials and systems at the Student Union on the WVU Potomac State College Campus. 1. Required documentation must be submitted under SUPPLIER ATTACHMENTS with Response (bid bond, drug-free affidavit, etc.). 2. Questions MUST be submitted directly on the solicitation website on the Q&A Board. 3. Addenda will be posted on the Q&A Board; while the system should generate an automatic email, please be sure to visit the site regularly during this solicitation. 4. Your bid response MUST be submitted directly on this website in a PDF format (singular PDF is preferred). Question Deadline - 05/28/2025 at 12:00 PM ET. The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated below. The date of issuance of the West Virginia University's Notice to Proceed and/or Contact shall be used to calculate Substantial and Final Completion. a. Substantial Completion shall be: Thirty (30) days after work commences b. Final Completion shall be: Thirty (30) days after Substantial Completion c. Final Completion shall be when project site is de-mobilized and all project documents listed in Close-Out section of the specifications has been sent to the Owner. The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated above. The date of issuance of the West Virginia University's Notice to Proceed or Executed Agreement shall be used to calculate Substantial and Final Completion of contract time stated in number of consecutive calendar days or established date. Time is of the essence. Liquidated Damages shall be Two Hundred Fifty Dollars ($250) per Calendar Day of delay in achieving Substantial Completion and One Hundred and Twenty-Five Dollars ($125) per Calendar Day of delay in achieving Final Completion 1. Furnish and install a new Heavy weight Shingle and fully adhered EPDM FR insulated roof assembly with new mechanically isocyanurate insulation system on North & South lower canopies. 2. Furnish and install a new Limited Lifetime Warranty Architectural Shingle roof system with new ice and water shield substrate system. 3. Furnish and install masonry tuck pointing repairs at all masonry above the roof line, and chimney top area. 4. Contractor shall provide all staging, scaffolding and erection necessary to complete specified restoration work. Contractor shall properly barricade staging work areas and shall protect building materials from damage at all times. 5. All requirements and stipulations in West Virginia University's Standard General, Special and Supplementary conditions shall be applied and enforced as part of this contract. 6. Full compliance with all applicable safety requirements including federal OSHA, WV state, and WVU - PSC local requirements. 7. Contractor's operations shall be conducted at all times to protect contents and persons within the facility and to prevent spread of materials or debris into the interior of the building. 8. The buildings will be occupied at times during construction. Start times, work locations and noise producing operations may be adjusted to better accommodate occupant activities. 9. Roof top Access is limited. All costs for safe removal shall be included within the contractor's proposal. 10. Contractor's Parking will be as directed by the Owner. Parking will be limited, and carpooling is encouraged 11. Contractor must keep the grounds clean. Any damage to the green belt area or surrounding pavement shall be the sole responsibility of the Contractor. Contractor is responsible for keeping the roof watertight throughout the construction process. Special care shall be taken during the demolition phase to minimize the level of debris accumulation. 12. The Description of Work is for Contractor's reference only. Contractors shall visit the site, analyze, and measure specific work items. a. Contractors are responsible for all measurements, quantities and labor required to complete the work in a thorough and complete manner per the project documents. b. No change orders will be issued for material or labor not included in the bid scope of work required to complete the project. c. Contractor is responsible for all means and methods to accomplish the work
