Reference Number 0000393461 The Town of West Springfield, through its Department of Public Works, is seeking sealed bids from qualified contractors for the Sibley Ave Sidewalk Extension project. All bids for this project are subject to the provisions of M.G.L. Chapter 30, Section 39M, inclusive as amended. Question Deadline 08/07/2025 at 4:00 PM ET Questions are submitted online Yes .Any questions concerning this IFB must be sent in writing to Jaime Flores, Procurement Administrator at jflores@tows.org. Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Each bid must be accompanied by a Bid Bond from a licensed surety company, or a Certified check, or a Treasurer's or Cashier's check in the amount of five (5%) percent of the base bid payable to the Town of West Springfield. A Payment bond and a performance bond in the amount of 100% of the Contract Price will be required of the Successful Bidder. The successful bidder will also be required to furnish workmen's compensation insurance and public liability insurance. All work shall be completed by May 30, 2026. A $500/day penalty charge will be assessed if the contractor does not meet the specified final completion date. This contract will be awarded only to a responsive and responsible bidder whose bid meets all of the requirements in the specifications. The contract shall be awarded by the Chief Procurement Officer, which reserves the right to waive any informalities, to accept or reject, in part or in whole, any and all proposals or to take whatever action may be deemed to be in the best interest of the Town of West Springfield. Bids will remain firm for sixty (60) days following the opening of proposals. The work to be done under this Contract shall consist of furnishing all necessary materials, labor, equipment, tools and incidental costs to: 1. Reconstruct sidewalks at locations listed in Appendix A. The Town reserves the right to add or remove sidewalk locations depending upon available funding. The Town also reserves the right to direct the Contractor to construct any bid items at locations within town not listed in the appendices of proposed work in the bid package. The listing provides the locations where sidewalks are to be reconstructed. This includes removal and disposal of existing concrete sidewalk slabs and bituminous concrete sidewalk. The Contractor shall excavate to a depth necessary to provide 8" of gravel borrow to be installed beneath the proposed sidewalk unless otherwise directed by the Resident Engineer. The Resident Engineer may determine that the existing soil is suitable to form the proposed sidewalk upon, in which case the Contractor shall not be required to install 8" of gravel borrow beneath the proposed sidewalk limits of construction. The proposed sidewalk will be installed at lines, dimensions and elevations determined by the Resident Engineer in order to facilitate proper drain run off and access and egress to driveways and any other surfaces. The scope of work shall also include removal of existing bituminous concrete pavement where necessary, adjusting manholes, etc. Unpaved areas will be loamed and seeded The contractor is subject to pay its employees the higher of state or federal prevailing wages for this project. The Contractor shall examine each wage rate included in the Project Manual for each worker classification to determine which wage rate is higher. 2. Loam shall be compacted properly with a landscaping roller during installation so as to minimize settlement and shall meet the grades of the newly constructed sidewalk before seeding operations may occur. In the event that the loam settles the Contractor shall install additional loam and reseed the area of concern. The loam shall be placed to the lines and elevations as directed by the Resident Engineer in order to restore areas disturbed by construction operations. The loam will be measured and paid per ton and the Contractor shall submit weighted slips to the Resident Engineer on a daily basis. 3. Sidewalks shall be reconstructed to the same width as listed in Appendix A unless otherwise specified by the Resident Engineer. All sidewalks shall be reconstructed with Cement Concrete (Air Entrained 4000psi, 3/4 ", 610) per MassDOT Specification. The concrete shall be air entrained by 6% +/- 1%, with a slump of 4" +/- 1". In the event that the Contractor places concrete which is subject to weather conditions that may affect the surface of the cured concrete, the Contractor assumes all risk to damage to said concrete surface. The Resident Engineer reserves the right to direct the Contractor to replace concrete sidewalk which has been pock-mark damaged by rainfall or smearing from poly sheeting cover during curing at no expense to the Town. The Contractor is encouraged to check daily with the weather reports and plan their work activities in a responsible manner to avoid adverse concrete curing conditions. The Contractor will be required to raise all utility gates to final grade before pouring concrete. The Town will provide hardware and gate boxes for water system gates and curb shut-offs. The Contractor must coordinate with all utility companies in order to have gates raised in a timely manner. The Contractor shall not washout concrete into any sidewalk forms and shall remove any washout that a concrete mix vendor erroneously places in said forms. 4. Sidewalks shall be replaced for properties where they cross the driveway and are being reconstructed unless otherwise specified by the Resident Engineer. Sidewalk in residential drives, concrete driveway aprons, and pedestrian curb ramps shall have six (6) inches of concrete with 6" x 6" No. 6 gauge welded-wire fabric as specified. Sidewalks in commercial drives and concrete driveway aprons accommodating heavy truck traffic shall have nine (9) inches of concrete with #3 steel reinforcing bars as specified. The Resident Engineer will determine which areas of sidewalk need 9" Reinforced Concrete. 5. Bituminous concrete driveway aprons shall be resurfaced for properties where sidewalks cross the driveway if specified by the Resident Engineer. Driveway aprons shall be reviewed on a case-by-case basis. Hot mix asphalt driveway aprons shall be constructed in two courses, a 2" intermediate course and a 1 - 1/2 " surface course. Hot mix asphalt paving for miscellaneous patch areas shall also be paved in two similar courses as listed previously for the driveway aprons. The Contractor shall roll the hot mix asphalt in such a manner to minimize smearing of hot mix asphalt on the adjacent concrete surfaces. Sweeping the concrete surface clear of hot mix asphalt prior to rolling the concrete may be necessary to minimize smearing of hot mix asphalt on the cement concrete surface. The Contractor shall use due diligence to ensure a clean, neat installation of the hot mix asphalt. The Contractor shall be required to clean surfaces of unnecessary, excessive smearing of hot mix asphalt on cement concrete surfaces. 6. Concrete pedestrian curb ramps shall be reconstructed or installed at locations as specified by the Resident Engineer within the sidewalk reconstruction limits. All new or reconstructed pedestrian curb ramps shall be constructed and/or reconstructed to conform to the most current Massachusetts Department of Transportation Standards. Existing granite and concrete curbing shall be removed and reset for construction of pedestrian curb ramps as specified by the Resident Engineer. Any sawing of curbing for pedestrian curb ramps shall be paid for as part of item 580 Curb Removed and Reset. If additional granite curbing is needed, it will be furnished and installed by the contractor and paid for under Contingency Item 501.630, 502.000, 509.000, or 509.100. 7. The Contractor shall request permission from the Resident Engineer prior to excavation activities for all areas of proposed sidewalk. The Resident Engineer shall grant permission based upon the condition of areas which have already been excavated, reconstructed and restored. The Resident Engineer shall determine that those areas' treebelts and driveways have been satisfactorily restored before commencing with any further excavation of areas to be reconstructed. 8. A competent foreman shall always be kept upon the premises, to whom all notices and orders may be delivered, and who shall superintend the workmen in his respective department
