Site work for a mixed-use development in Rolling Meadows, Illinois. Conceptual plans call for site work for a multi-residential development; and residential development.
Questions Due: Tuesday, September 9, 2025 at 4 p.m. Developers should seek answers to questions or clarifications of any ambiguity, conflict, omission, or other error in this proposal in writing. Written questions should be sent via email to admin@cityrm.org by no later than the date and time specified above. The City of Rolling Meadows ("City") is seeking proposals from qualified developers ("Developer") to purchase the city-owned property located at 3500 Wellington Court ("Subject Property") in order to develop the site ("Project"). The Subject Property consists of approximately one acre of vacant land at the intersection of Kirchoff Road and Owl Lane. The community has long envisioned the Kirchoff Road Corridor as a vibrant town center and downtown hub offering shopping, dining, and gathering spaces for residents of all ages. Comprehensive plans have highlighted the corridor's potential for over twenty years and the City has resolved to realize that potential. The City is in the process of completing a new corridor planning effort along Kirchoff Road with sights on enhancing the corridor's identity, encouraging business growth, updating zoning code to support walkability and mixed-use developments, and finally improving access and connectivity for all visitors to the corridor. The draft study is enclosed in the due diligence documents attached to this RFP. The City has not adopted the Study in its entirety as it continues to evaluate the Transportation recommendations of the Study, most notably the reduction of Kirchoff Road from 5- to 3-lanes in order to improve traffic operations, improve bicycle and pedestrian connectivity, and create a supply of on-street public parking in order to support higher intensity development within the Corridor. Project Description. Describe the intended use(s) of the property, the target market for the use, and any operations or management plans that may be applicable at the time of proposal. Identify any public benefits or amenities included in the development program. Highly competitive proposals will include letters of interest or commitment from proposed tenants as well as site plans and renderings of the proposed development. The City reserves the right to accept any and all proposals including the proposal that, in its sole and absolute judgement, is the best and most favorable proposal to the City and its residents; to reject all proposals and not transact the Subject Property; to amend this RFP by addendum prior to the final proposal submittal date; to waive irregularities and informalities; to request additional information necessary in order to evaluate the responsibility and responsiveness of proposers and their proposals, whether in the form of a presentation, interview, or consultation with references; and to further negotiate the project, sale price, and other aspects of any proposal prior to award. All proposals will become property of the City and no payment or reimbursement will be made for any proposal submitted. The method of Contractor Selection has not been Determined at this time.
