This Public Works Contract consists of construction of Owner's Pilarcitos Wellfield Replacement Project located in Half Moon Bay. Work includes, without limitation: 1. Destroying five (5) existing production wells 2. Converting one (1) existing production well into a monitoring well 3. Drilling and construction of six (6) new wells 4. Installation of six (6) new submersible pumps 5. Installation of new water conveyance piping, and appurtenances 6. Installation of new electrical and controls equipment Each bid must be accompanied by a certified or cashier's check or by a corporate surety bond on the form furnished by the District as a guaranty that the bidder, will, if an award is made to him in accordance with the terms of his bid, promptly secure worker's compensation and employer's liability insurance, public liability insurance, and execute a contract in the required form; and furnish satisfactory performance and payment bonds. Said check or bidder's bond shall be in an amount not less than 10 percent of the amount of his bid. Pursuant to Public Contract Code Section 22300, the successful bidder shall be entitled to submit securities in lieu of the retention of progress payments (See Section G9.09 of these General Conditions of these Contract Documents). Bidders and their proposed subcontractors shall hold such licenses as may be required by the laws of the State of California for the performance of the work specified in the Contract Documents. Bidders bidding as the prime Contractor shall possess a valid California Contractor's "A" License at the time of Contract award and additionally shall meet the requirements contained in the Contract Documents. The Bidder must have been in business under its current business name for a minimum of two (2) years and have through itself or its key personnel a minimum of five (5) years of relevant work experience and completed at least three (3) construction projects for public agencies of a similar nature and complexity within the past five (5) years. The District reserves the right at its sole discretion after opening bids to waive any and all irregularities in any bid, and to make award to the lowest responsible bidder, and to reject any and all bids. This is a Public Works Contract. The attention of bidders is directed to the applicable federal and state requirements and conditions of employment to be observed and minimum wage rates to be paid under the Contract. Pursuant to Section 1773 of the Labor Code, the Department of Industrial Relations has established prevailing rates of per diem wages and general prevailing rates for holiday and overtime work in the locality in which the work called for by this Contract is to be performed for each craft, classification, or type of worker needed to execute this Contract.
