The project involves select demolition activities at the existing treatment facility, including cutting and capping the existing 16-inch air line at the Blower Pump Building. Construction activities require providing all necessary materials, labor, equipment, and testing for the installation of 600 feet of 16-inch HPDE epoxy coated air line. Installation includes all 90s and valves required. Approximately 342 feet of new air line will be installed below grade, parallel to the existing 16-inch air line from the Blower Pump Building to the Sequence Batch Reactor (SBR) Basins. Approximately 258 feet will be installed above grade, including a connection at the Blower Pump Building through the existing wall to tie into the existing header, installation along the top of the SBR Basins, and connection to the existing Tee on the north side of the SBR Basins. The existing Tee connection on the north side must be rotated 180 degrees and reinstalled for tie-in, to be phased at the end of the installation, requiring a shutdown to the active air line. The Water Pollution Control Plant must remain operational with minimal disturbances during construction, and coordination with the Owner is required for shutdown periods related to tying into the current air system. All work must be completed and billed in the 2025 calendar year as a lump sum including all material, labor, equipment, and testing costs. Bids must be marked “Air Line Replacement Project” and delivered to City of Norfolk, Attn: Purchasing, 309 N. 5th Street, Norfolk, Nebraska 68701 by 1:00 p.m. on Monday, October 13, 2025. Faxed or emailed bids are not acceptable. Bid security must be furnished, and checks or bonds should be made payable to City of Norfolk, Nebraska as security. The City reserves the right to reject any or all bids, waive informality, and hold bids for consideration for sixty days after opening.
