Renovation of an educational facility in Bridgewater, New Jersey. Completed plans call for the renovation of a one-story above grade educational facility.

Sealed bids will be received for Toilet Renovations at Various Schools for the Bridgewater-Raritan Regional School District. Bids will be received for an overall single prime contract covering all of the work. Bids must be submitted in a sealed envelope and identified as "Bid for Toilet Renovations at the Various Schools." Bidders are required to purchase bidding documents, register on the Solutions Architecture website to ensure proper receipt of all updates. Questions regarding bidding must go to the Architect’s office, directed through the BidBox portal. There will be a recommended pre-bid conference for review of the project scope and clarifications on the contract documents. Bids must be on the provided forms and include bid security as required. Each bid must be accompanied by a Certificate of Consent of Surety for a performance/payment bond covering the full contract value. Bids cannot be withdrawn for 60 days after opening. The owner reserves the right to reject any or all bids or to waive informality. Attention is called to requirements for employment and minimum wage rates, contractor and subcontractor registration with the NJ Department of Labor and Workforce Development, compliance with The Law Against Discrimination, submission of a political contribution disclosure form, business registration with the NJ Department of Treasury, and proper prequalification as required by the State of New Jersey. Bidders must be prequalified in specified categories. Bidding must comply with Public School Contracts Law requirements. Instructions include purchasing bid documents, submitting questions through the specified portal, submitting all required forms and certifications, and compliance with all registration and qualification requirements. A. Building Management System: 1. The Building Management Systems Contractor shall furnish and install a complete Building Management System (BMS) based on the Johnson Controls Metasys including: a. All necessary BMS hardware and all operating and applications software necessary as described in This Section to perform the control sequences of operation. b. Section "Sequence of Operation for HVAC Controls". c. Project drawings including: 1) BMS Diagrammatic Details 2) Sheet Notations 3) Equipment Schedules 2. The Building Management System (BMS) is based on and shall be in compliance with the BACnet standard, ANSI/ASHRAE 135. a. Non-BACnet compliant, exclusive rates, protocols (ARCnet 156k) or propriety equipment or systems (including gateways) shall not be acceptable and are specifically prohibited. 3. All Building Management System components shall be integrated into a distributed network system communicating over a Tiered Hierarchical BACnet networks. 4. The Building Management System (BMS) shall consist of: a. Supervisory Network and Graphical User Interfaces. b. Supervisory Network Controllers (SNC)s. c. Direct Digital Controllers (DDC)s. d. A distributed network connecting the BMS manufacturer's DDC controllers and the subsequent control system devices. e. A distributed network connecting various Building equipment unit manufacturers (UM) Open protocol systems and the subsequent control system devices. 5. The BMS shall incorporate the following integrated features, functions and services: a. Metasys Graphic Software. b. Operator information, alarm management and control functions. c. Enterprise-level information and control access. d. Information management including monitoring, transmission, archiving, retrieval, and reporting functions. e. Diagnostic monitoring. f. Reporting of BMS functions. g. Offsite monitoring and management access. h. Energy management. i. Standard applications for terminal HVAC systems. 6. The Building Management Systems (BMS) System architecture shall consist of the products of a manufacturer regularly engaged in the production of DDC Control Systems and shall be the manufacturer's latest standard of design at the time of bid. 7. All controls, other than relays, transformers and panels, shall be the product of the same manufacturer. 8. All new controllers furnished in this section shall communicate on a peer-to-peer bus over a BACnet Open MS/TP or TCP/IP protocol network. B. Building Management System Contractor Responsibilities: 1. The BMS Contractors (BMSC) work shall consist of the provision of all labor, materials, tools, equipment, software, software licenses, software configurations and database entries, interfaces, wiring, tubing, installation, labeling, engineering, calibration, documentation, samples, submittals, testing, commissioning, training services, permits and licenses, transportation, shipping, handling, administration, supervision, management, insurance, temporary protection, cleaning, cutting and patching, warranties, services, and items, even though these may not be specifically mentioned in these Division documents which are required for the complete, fully functional and commissioned BMS. 2. The BMS Contractor (BMSC) shall only use employees who are skilled, experienced, trained, and familiar with the specific equipment, software, standards and configurations to be provided for this Project. 3. The BMS Contractor (BMSC) shall manage and coordinate the BMS work in a timely manner in consideration of the Project schedules. Coordinate with the associated work of other trades so as to not impede or delay the work of associated trades. 4. Provide sequence of operations as specified in Section 23 09 93 "Sequence of Operations for HVAC Controls". 5. Furnish and install a complete BACnet DDC Control System consisting of a Building Management System and an Automatic Temperature Control System. The system shall be complete in all respects including labor, materials, equipment, and services necessary, and shall be installed by personnel regularly employed by the personnel contractor. 6. Provide new DDC controls, valves, sensors and all necessary equipment for all new and existing equipment shown on drawings and this section of the specifications. 7. Provide Building wide communications between all DDC controllers. 8. Provide remote alarm indication and monitoring. C. Graphical User Interface (GUI): 1. The system shall allow the BMS DDC controlled equipment to be monitored, controlled and scheduled from the computer onsite and remote sites. 2. All Graphics, scheduling, alarming and reporting, including the graphical programming shall be viewable through an Operator Workstation. 3. The BMS Contractor (BMSC) shall provide customized color graphics of all new and existing systems. 4. Graphic which depicts the system configuration, fans, coils, valve piping, locations of sensors and all controlled elements. The BMS I/O points shall be displayed in realtime and shall be dynamically updated without requiring a manual refresh of the graphics page. The graphics shall also provide for operator control parameter interface and adjustment. 5. All control points and parameters of the Graphical User Interface shall be on standard web-browser and shall not require the purchase of any special software from the BMS manufacturer for use as a building operations terminal. 6. All graphics and navigation schemes for this project shall match the existing. D. Owners Access Rights and Licensure: 1. The Owner shall receive all Administrator level login and passwords for engineering toolset at first training session. 2. The Owner shall have full licensing and full access rights for all network management, operating system server, engineering and programming software required for the ongoing maintenance and operation of the BMS. 3. All software will be licensed to the owner with full password capability and access. 4. Under no circumstances will any part of the BMS software be licensed or controlled by the BMS Contractor (BMSC). The entire system, including original software discs will be turned over to the owner. A. Work under this contract comprises of providing all labor, material, equipment, transportation, scaffolding, rigging, tools and related items and subcontract work for a complete operating electrical system and includes but is not limited to: 1. Obtaining all permits and approvals from authorities having jurisdiction and paying all fees required including utility fees, unless otherwise noted in general conditions. (Service entrance fees for utility company HV line design if incurred shall be borne by the owner.) 2. Excavation and backfill for electrical work in accordance with General Conditions. 3. Temporary Light and Power. 4. Cutting and Patching. 5. Shop Drawings. 6. As-Built Drawings. 7. Testing and Adjustments. 8. Clean-up. 9. Electrical Coordination and Arc-Flash Study. 10. Secondary Voltage Feeders. 11. Light and Power Distribution Panels. 12. Lighting Control Systems. 13. Grounding and Surge Suppression System. 14. HVAC and Plumbing, Motor Branch Circuit Wiring. 15. Lighting and Power Branch Circuit Wiring. 16. Connections to Equipment furnished by others. 17. Lighting Fixtures and Lamps. 18. Receiving, handling, setting and connecting all motors, motor driven equipment and controls specified to be provided by the Owner. 19. Miscellaneous Signal and Control Systems. 20. NEC required field markings. 21. Seismic Restraints. (Refer to separate Division if not listed here) B. Items mentioned in the above schedule are listed for the purpose of describing basic specification contents and shall not be construed as relieving this contractor from executing any work described throughout the specification or indicated on drawings because of its detailed omission in this schedule.
