The White River Junction VA Medical Center requires a qualified contractor to replace the failed C-2 heat exchanger and associated piping and equipment in Building 1 mechanical room 14. The scope of work includes: removal and disposal of the existing C-2 heat exchanger, air separator, and flash tank; removal and disposal of all piping, pipe connections, and valves between or near these components that are non-compliant or not serviceable (threaded pipe fittings are not permitted); removal and salvage for reinstallation of the two circulator pumps; installation of a new heat exchanger, air separator with auto vent, and flash tank; reinstallation of the circulator pumps (preferably at the same horizontal level or as near as possible); installation of new piping and fittings to reconnect components; insulation of all newly installed equipment and piping; functional testing to ensure proper flows and operational temperatures; and startup of system and equipment. Work must be conducted to minimize impact to healthcare facility operations, staff, and patients, with Infection Control measures (ICRA) required at all times and construction activity coordinated with VA personnel. The replacement equipment must be equivalent to and capable of providing the same operational conditions as the existing equipment, per the as-built drawing and nameplate specifications. Contractor must employ licensed pipefitters and qualified technicians with required trade school and experience, and personnel must be familiar with and have access to relevant codes and standards (NFPA 85, VHA Boiler Manual, TEMA standards, ASME code). The contractor is responsible for providing all labor, equipment, tools, materials, supplies, transportation, supervision, and any other items necessary to perform the work. Proper VA lock out/tag out procedures must be followed. Submittals must be reviewed and approved by the VA prior to starting work. Contractor is responsible for construction debris removal, providing its own dumpster, and using sealed dump/HEPA carts, with approved debris removal pathways. Work must conform to the required time schedule, and the contractor must notify facility management and the COR at least two weeks prior to on-site work. Work is to be performed during normal business hours unless otherwise approved. Contractor personnel must follow all VA Privacy & Security policies and records management requirements. The period of performance shall not exceed 80 days from notice to proceed. All bidders must submit a firm fixed price quote, a completed and signed Limitation of Subcontracting, a proposal outlining technical capabilities in accordance with the Statement of Work, and organize the submission in order of the evaluation criteria. Submission should include a statement of agreement with terms and conditions, or list any exceptions and rationale.
