Renovation of a mixed-use development in Hartford, Vermont. Completed plans call for the renovation of a medical facility; and military facility.

Questions shall be submitted to the Contracting Officer in writing via e-mail. Oral questions are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is Monday, 16 March 2026 at 5:00 PM EST. Questions received after this date and time will not be answered. Questions shall be answered in a formal amendment to the solicitation so all interested parties can see the answers. Replacement of the failed C-2 heat exchanger, air separator, flash tank, and all associated non-compliant or unserviceable piping and valves located in Building 1, Mechanical Room 14. Work includes removal and disposal of existing components; removal and salvage of two circulator pumps for reinstallation; installation of a new heat exchanger, air separator with auto vent, flash tank, and all required new piping and fittings; reinstallation of the circulator pumps at the same or nearly level horizontal alignment; insulation of all newly installed equipment and piping; functional testing to verify required flows and operational temperatures; and complete system startup. All work must minimize impact on healthcare operations, comply with Infection Control Risk Assessment requirements, follow VA lockout/tagout procedures, and include all necessary labor, materials, tools, equipment, transportation, debris removal, submittals, and supervision by qualified personnel meeting specified HVAC and plumbing experience and licensing criteria. Contractor personnel must adhere to applicable NFPA, ASME, TEMA, and VHA standards, and follow all VA privacy, security, and federal records management regulations.
