The White River Junction VA Medical Center requires a qualified services firm to provide annual inspection and repair services of all existing backflow devices on the campus, in accordance with NFPA 25, IPC 2015, and State of Vermont Cross-Connections Regulations. Device inspections, repairs, and replacements must be performed by a certified backflow device technician or installer, with credentials provided in the bid proposal. The contractor will confirm tag, ID number, and location for each backflow device, inspect each device according to required regulations, and electronically log each device including identification, building location, inspection results, and reasons for failure if applicable. Locations must be precise to allow quick identification. The work must minimize disruptions to staff and patients and may require infection control measures. The service firm is responsible for verifying all device conditions, types, quantities, and locations and all associated damages or materials until completion and acceptance of the work. The contract period includes a base year with four option years. Contractors should provide references for three current commercial inspection services, preferably with healthcare facility experience. Quotations must include a firm fixed price, a signed limitation of subcontracting form, and a technical capability statement demonstrating the ability to meet all Statement of Work requirements. Bidders are encouraged to conduct a pre-bid site investigation and are responsible for coordination with VA personnel. All deliverables and records generated are the property of the U.S. Government, and the contractor must comply with records management, privacy, and security requirements. Quotes must be indexed and assembled according to evaluation criteria, with all pages numbered and identified by company and solicitation information. The award will be based on technical, past performance, price, and certifications.
