Sealed bids are requested for the 2026 HMA Resurfacing Project. The work includes 43,949 SY of milling, 4,222 tons of HMA Overlay Surface Course, 4,086 tons of HMA Overlay Base Course, 4,403 SY of HMA Full Depth Patches, 886 SY of HMA Partial Depth Patches, 149.66 STA of Painted Pavement Markings (Waterborne/Solvent), and miscellaneous related work and appurtenances, all in accordance with the contract documents. All work must be completed by September 25, 2026. Liquidated damages of $300 per calendar day will be assessed for work not completed by this date. Bids must be submitted on proposal forms furnished by the City, sealed, and plainly marked. Alterations to the proposal form may result in rejection. Bid security as defined in Code of Iowa Section 26.8 must accompany each bid in a separate envelope. Bidders must submit a properly completed and signed resident status statement and an Equal Employment Opportunity / Non-Discrimination Policy Statement with their proposals. Failure to provide these may result in rejection. The successful bidder must furnish a corporate surety bond for 100% of the contract price, guaranteeing faithful performance and payment. Upon project completion and before final acceptance, the contractor must provide a maintenance bond (2-year for sewer or 4-year for paving) or pay the City 1.5% of the contract amount in lieu of the bond, at the City Engineer's discretion. In lieu of a maintenance bond, performance and payment bonds may cover the specified maintenance term if a separate statement to this effect is included. Payment will be made from available funds, with 97% paid upon final acceptance and the remainder no sooner than 31 days after acceptance. Items incorporated into this project are exempt from State of Iowa Sales Tax; sales and use taxes are not to be included in bid prices. The City reserves the right to reject any or all bids, waive informalities, and make contract decisions in its best interest. Preference is given to Iowa products and labor as required by law. Disadvantaged business enterprises will be afforded full and fair opportunity to submit bids and will not be discriminated against based on race, color, or national origin in consideration for an award.
