Separate and sealed proposals are invited for the 2026 Annual Pipe Bursting Contract, to be performed on an as-needed basis. Specifications and Bid Documents must be obtained from the designated engineering office for a fee. All bid proposals must be accompanied by a bid bond equal to ten percent of the total bid amount. Bids cannot be withdrawn for ninety days after submission. Compliance with Act 127 of 2012 (Public Works Employment Verification Act) and Pennsylvania Prevailing Wage Requirements is mandatory. The Authority reserves the right to reject any or all bids or waive informalities in proposals or procedures. Pre-qualification requirements: All interested bidders must be prequalified before submitting a bid. Minimum requirements for prequalification include at least five years of documented pipe bursting experience with a minimum of 5,000 linear feet of installation. Specifications will not be provided to contractors who are not prequalified. Corporate sureties must be registered in the State of Pennsylvania.
