The work consists of comprehensive rehabilitation of the Bowers Water Tank and its access road, including foundational grouting, exterior rust remediation, and a complete interior and exterior recoating as well as various structural and mechanical repairs. Upgrades involve upsizing the shell manhole, installing a mixing system, and replacing existing ladders and vents with corrosion-resistant components. Site access must be stabilized by replacing existing gravel with 2A stone. Bidders must conform to the Pennsylvania Prevailing Wage Act and follow the General Conditions and detailed Specifications in the bid package. Only questions submitted online via PennBid will be considered, and all required forms must be submitted as outlined, including a Bid Bond of 10% of the bid amount, a properly executed Bid Form, Non-Collusion Affidavit, Certification Statement, and Contractor's Qualification Statement. The successful bidder must provide a Performance Bond for 100% of the Contract amount. The Owner reserves the right to reject any or all proposals, accept any portion of any bid, and waive any defects, errors, omissions, irregularities, or informalities in bids received. The project is partially funded by the PA Small Water and Sewer Program and must comply with requirements of the grant agreement with the Commonwealth Financing Authority. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents.
