The project generally consists of milling, grading/leveling, and paving alleys. Bids must be completed through the specified online platform and include a 5% Bid Bond made payable to Borough of Freeland, including Surety's Consent by a firm licensed to conduct business in Pennsylvania. Performance, Payment, and Maintenance Bonds are required, and the successful bidder must submit the E-Verify form along with other required forms. Bids must include estimates for hourly wage rates for labor and all necessary documentation for compliance with the Pennsylvania Prevailing Wage Act. The work must be substantially completed within 30 days from the Notice to Proceed, and project closeout must occur within 45 days. Each bid must be accompanied by a certified or cashier's check or Bid Bond in the amount of 5% of the total bid price, payable to Freeland Borough, as a guarantee that, if the bid is accepted, the required Bonds and Insurance will be promptly obtained and necessary documents prepared and the Agreement executed. The Borough reserves the right to reject any or all bids, waive any informality, or award any portion of the project.
