The scope of work requires furnishing all necessary permits, labor, material, and services for the NW Washington & W Elkton Roundabout Gas Main Relocation project. The work includes installation of 75 lineal feet of 18" steel casing, 180 lineal feet of 10" steel gas main to be inserted into the casing, miscellaneous welding work, hard and soft restoration, and other miscellaneous items. There is also an Alternate 1 Bid for 10" Steel Gas Main Stopple Work that may be included. The 18" steel casing and 10" steel gas main must be installed across the roadway during the school summer break, and all material must comply with the Build America Buy America act (BABA). The contractor is required to submit BABA certifications and shop drawings prior to project award. All electronic bids must be submitted through Bid Express, accompanied by a Bid Guaranty (either a Bid Guaranty and Contract Bond for the full amount or a certified check, cashier's check, or irrevocable letter of credit for 10% of the bid). All contractors and/or subcontractors must have on file or submit with their bid a copy of the contractor's Operators Qualification Plan and a current P.H.M.S.A. Pipeline Drug & Alcohol Plan. Welding contractors must be certified through the API 1104 20th edition process, with required certification records and Operator Qualification records submitted and approved by the City Natural Gas Compliance Manager before contract award. No bid may be withdrawn within sixty days after the bid opening. The Owner reserves the right to waive irregularities, reject any or all bids, and conduct investigations to determine the lowest and best responsible bidder(s). This is a prevailing wage project.
