Question Deadline 05/15/2026 at 5:00 PM PT Final date for question submissions via the Portal's Q&A tab. The work generally consists of providing all construction services, equipment, necessary tools, materials, fuel, personnel, supervision, and labor required to complete the preparation and placement as specified herein: Complete the final design based on the owner-provided concept design. Procure all project-required materials in accordance with the Buy America, Build America (BABA) requirements. Construct the final-designed solar array project on the city-owned land adjacent to Forest Grove Substation at 2301 Maple Street. All wages associated with the project will be in accordance with the Davis-Bacon Act, using the LCP Tracker certified payroll system. Project Description (Estimated Cost Range $150K to $250K) Provide and assemble a fully constructed solar array to be located at 2301 Maple Street in Forest Grove, Washington County, Oregon. The design and construction shall conform to applicable National Electric Codes (NEC), as may be amended by the State of Oregon. The City of Forest Grove is developing a 272kWdc, 199kWac photovoltaic project on land adjacent to the Forest Grove Substation. The photovoltaic project is expected to consist of: o Five rows of fixed array racking, direct driven piles o Five double-rows of photovoltaic modules o The string collection system with "CAB" conductor supporting system o IEEE 1547-2018 compliant inverters totaling 200kWac in capacity 1. Expectation is for two CPS SCH100KTL-US/DO480, Solar Edge SE100KUS, or comparable 2. Inverters mounted under north side of southmost array rack 3. Total generation will be limited to 199kWAC at point of delivery 4. Plant will operate at 100% power factor Contractor will complete the following work: . o Reference the attached single-line diagram and the aerial representation of the proposed project o Conceptual design validation o PV Syst or SAM analysis of the proposed design o Confirmation and selection of PV module(s) and invertor(s) to meet project goals o Developing of design drawings for permitting and construction o Coordination with the racking fabricator i. Racking fabricator to provide structural design and calculations o Design of the array grounding system, including the grounding connections to the power equipment o Design of the CAB system o Design of the inverter mounting system o Design of the 480V power system o Installation of the rack Grounding and bonding of the racking system o Supply and installation of the solar modules, DC wiring, inverters, and supporting systems. The specific modules and inverters used will be subject to the Build America, Buy America (BABA) Act. o Installation of CAB, conduits and cables for the full DC strings and 480VAC system o Installation of the 480V service equipment from transformer terminals to service equipment o Design & installation of a data collection and acquisition system for monitoring the performance of the inverter including remote access by FGLP. Details to be developed during the design process. o Complete materials, labor and installation for the entire fully-functioning system. o Full testing and commissioning of the completed system. Contractor shall prepare a testing and commissioning plan for review and approval by FGLP. o All work shall be performed per NEC. All required permits and inspections shall be obtained o One year of warranty and maintenance services for all equipment and work provided by Contractor o All materials associated with the project must meet BABA requirements City\Owner will complete the following work: o Provide a recent geotechnical report o Perform site grubbing and preparation o Provide project perimeter fencing o Metering and service equipment compliant with NEC & FGLP standards o Metering will be installed by FGLP on the dedicated pad-mounted transformer o FGLP will provide and install the 300kVA 480Y/277V pad mount transformer, transformer vault, and transformer pad o Conduit and the conduit installation for the three-phase 12.47kV cables from the designated pole to the pad-mounted transformer. FGLP will provide, install, and connect the cables All vendors must accept the terms included with this Invitation to Bid as part of the contract. If a proposer is exempt from a particular term due to a statutory or regulatory exception or exemption, whether the exception or exemption applies to the contract matter, the type of work, or the vendor, the vendor will be considered to have met the requirements of that term. The City reserves the right to negotiate a final contract that is in the best interest of the City. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
