Initiating Organization: Engineering District 4-0 Agreement Type: Project Specific 100% State Funded: No Services Requested: Construction Inspection Selection Process: Modified Part 1 Location Description State Route/Section Luzerne County 80/353 Luzerne County 93/RLN Part Name: 111770/120104 I-80 EB/WB ov SR 93 Sugarloaf Twp Project Description: PART 1 ECMS # 111770 and ECMS 120104 for I-80 EB and WB over SR 93, including SR 93 and I-80 ramp in Sugarloaf Township, Luzerne County. Proposed project is the replacement of bridges carrying I-80 EB and WB over SR 93 with reconstruction of ramps at SR 93 and I-80. Proposed work includes structure replacements, reconstruction and resurfacing, stormwater BMPs, E&S measures, guiderail replacement, and other miscellaneous work. Construction will be completed with various traffic control stages including lane closures and ramp detours. Anticipated Part 1 Staffing Needs: One (1) Transportation Construction Inspection Supervisor (TCIS) and Two (2) Transportation Construction Inspectors (TCI), day and night work. TCI must have bridge construction, roadway reconstruction and BMP/E&S construction inspection experience, PennDOT/ACI Certification and ECMS documentation experience. Proposed project is structure replacement of existing concrete filled I-beam bridge with prestressed concrete spread box beam bridge. Work includes roadway resurfacing, drainage, guiderail and standard construction items. Traffic control will involve temporary roadway. Anticipated Part 2 Staffing Needs: One (1) Transportation Construction Inspector (TCI). TCI must have bridge construction inspection experience, NECEPT certification, PennDOT/ACI Certifications and ECMS documentation experience. Estimated Project Construction Duration: September 2026 to August 2027. Proposed project is structure replacement of existing stone masonry deck arch and concrete slab combination structure with a single-cell precast box culvert with precast end sections with debris removal. Work includes roadway realignment and reconstruction for sight distance improvement, roadway widening, general roadway items and miscellaneous work. Traffic control will involve a detour. Anticipated Part 3 Staffing Needs: One (1) Transportation Construction Inspector (TCI). TCI must have bridge construction inspection experience, NECEPT certification, PennDOT/ACI Certifications and ECMS documentation experience. Proposed project is structure replacement on SR 4036 to replace temporary emergency pipes installed due to 2023 flood event. Proposed structure is a single span composite pre-stressed spread box beam bridge on integral abutments. Work includes roadway and guiderail updates with miscellaneous work. Traffic control will involve a detour. Anticipated Part 4 Staffing Needs: One (1) Transportation Construction Inspector (TCI). TCI must have bridge construction inspection experience, NECEPT certification, PennDOT/ACI Certifications and ECMS documentation experience. Estimated Project Construction Duration: March 2027 to October 2027.
