**As of May 3, 2024 the City of Allegan- Padgham Field Airport’s Construct 6-Unit T-Hangar and Taxilanes project has been postponed until further notice. Prein&Newhof will verify receipt of the bid by email. If a confirmation receipt is not received, bidders should call 616-364-8491 to obtain verification. It is the bidders responsibility to obtain this verification. The subject line for bid submittals shall include reference to the contract being bid, "Padgham Field Airport 6-Unit T-Hangar Bid". All bid proposal documents shall be submitted in PDF format with a file size not to exceed 10MB. In the event that bidders are not able to submit their bid electronically, bidders shall be required to contact Jon Van Duinen at 616-364-8491 to setup an appointment to deliver the bid proposal. All attachments shall remain unopened until the bid opening. A bid opening will be conducted via conference call. Conference call information will be distributed to all plan holders and/or contact list. Once a low bidder has been determined, the low bidder will be required to submit hard copies of their bid, including their bid bond. The project consists of construction of a premanufactured metal building (6 unit t-hangar), foundations, electrical, and taxilanes with 2,700 SYD HMA paving and associated drainage and restoration. The project has been broken into 2 Packages: Package A - Sitework and Foundation Package B - Building and Anchor Bolts Funding may limit what packages are awarded. Contract documents may be examined at the offices of: Prein&Newhof, 3355 Evergreen Drive, Grand Rapids, MI 49525 Contact Jon Van Duinen (jvanduinen@preinnewhof.com) to schedule an appointment. The Bidder is to complete the Bid Proposal documents that are included in the Project Specification book (online or hard copy), referring to the table of contents to identify the exact order of these documents. Regardless of how the bid documents are received, a hard copy (paper copy) of the Bid Proposal Documents must be submitted for bidding purposes. No electronically submitted Proposals will be accepted. The Bid Proposal Documents include: Bid Proposal Checklist, Bid Proposal, and Bid Proposal -Unit Price. The Bidder must provide the signed Bid Proposal Documents in either type written or hand written (in ink) form and clearly and completely set forth all required lump sum amounts, unit prices or other costs in a legible and understandable manner. Illegibility of any work or figure in the proposal may be sufficient cause for rejection of the proposal by the Owners. No electronically submitted Proposals will be accepted. Any conclusions or information obtained or derived from Contract Documents will be at the user's sole risk. Prein&Newhof will maintain in its Grand Rapids office the master copy (hard copy) of the Contract Documents from which all electronic copies are based. In the case of any contract discrepancy, the Master Copy (hard copy) shall be considered the controlling document. The work to be performed under this contract will be financed and paid for in part by funds received from Federal Aviation Administration, Michigan Department of Transportation Office of Aeronautics, and the City of Allegan. Award is subject to the availability of federal and state funding. A bid bond, certified check, or cashier's check payable to the City of Allegan in an amount equal to five percent (5%) of the total bid proposal price shall accompany each bid. This surety shall bind the bidder for a period of ninety (90) days after the receipt of bids. The Owner reserves the right to reject any or all bids and to waive any irregularities in bidding. No bid may be withdrawn after the scheduled closing time for receiving bids for at least ninety (90) days thereafter. The basis for award shall be the lowest total bid. The project shall be substantially completed within one hundred fourteen (114) calendar days from date of Notice to Proceed, and completed for final payment within one hundred fourteen (114) calendar days from date of Notice to Proceed. Contractor may choose a Notice to Proceed to be issued between July 1, 2024 and May 1, 2025. B-26-0002-3321, B-26-0002-TBD (BIL) The Contractor shall provide all electrical work necessary for a fully operational hangar, including but not limited to coordinating with Consumers Energy (Consumers) to obtain a new meter set, installing the provided meter and extending electrical service to the new hangar, furnishing and installing a new electrical rack as specified, interior electric distribution, interior lighting and outlets, bi-fold electric door service, and exterior area lighting. The contractor shall coordinate with Consumers for installation of the new meter set in Suite 26 of the existing 11-position meter rack. The contractor shall pay Consumers costs, if any, associated with the furnishing and installation of the new meter set. No direct cost for the meter is anticipated. The cost associated with the coordination of this work and any other costs that may be incurred shall be considered incidental to Item No. 800020 6-Unit T-Hangar, Complete, as Specified, Including Electrical Work. The work covered by this section of the specifications consists of furnishing all labor, equipment, appliances and materials and in performing all operating and incidental service required to construct the following: one(1) six (6)-unit metal, fully nested, pre-engineered, prefabricated, Thangar building including electrically operated bi-fold doors, as generally shown on drawings and specified herein. All costs shall be included into the item "Misc. Six Unit T-Hangar Building Complete Including Electrical Work".
