The University of California, Berkeley ("UC Berkeley") is soliciting Statements of Qualifications from experienced architects to provide planning and design services as the Executive Architect ("Architect") for redevelopment of portions of the Maximino Martinez East Housing referred to as the Anna Head Student Housing Project. Following is a summary description of the Project, a statement of the Scope of Services for which the University is seeking Statements of Qualifications, the University's programmatic requirements, selected terms and conditions of the Agreements which will govern the relationship between the University and the selected Architect, the University's selection criteria, and a statement regarding the process for submittal and review of Qualifications. UC Berkeley is proposing to construct the Anna Head Student Housing Project at 2538 Channing Way in the city of Berkeley. This housing project site is within the City Environs Properties in a high-density area within one-half mile of the UC Berkeley Campus Park. The Project is anticipated to include university-affiliate student housing and student-serving services, including new dining commons. The project includes the demolition of up to three on- site buildings (B, C, and D) and the construction of a student housing complex with student amenities providing up to 2,000 beds. The site should be designed comprehensively to foster the success of each of the individual elements, as well as create a shared sense of place on the site as a whole and on a prominent corner of the university campus and between the Southside and Downtown Berkeley neighborhoods. The major project elements include: Demolition: Demolition of up to three existing buildings (B, C and D) from the historic Anna Head complex. Student Housing: New student housing should be designed to support the values of the campus' residential life programs, fostering an inclusive sense of community and cooperative learning. The project should reflect an understanding of student culture, market preferences and financial capacity. Living spaces should facilitate social, intellectual, physical, and emotional health and wellness. The University anticipates between 1,300 to 1,800 suite-style beds on the site, dependent on financial proformas. Dining Commons: A new point of sale dining commons will serve the student occupants of the Project. The dining commons should reflect market trends and preferences and demonstrate efficient design. A successful design will consider the historic context of the site, history of the school and the urban context. The concept design provided in the first phase of this project will be used for California Environmental Quality Act (CEQA) documentation and University project approvals. The University is the Lead Agency under CEQA for preparation and review of all environmental documents prepared for the project. CEQA services are not included in this procurement. The University anticipates the construction budget for this project will be between $250,000,000 and $350,000,000, depending on programmatic decisions made during Phase 1. Submittals shall not exceed twenty-five (25) single-sided 8.5"x11" pages, including all the components listed as required elements in this section of the RFQ. Submittals shall provide sufficient information to allow UC Berkeley to evaluate the Consultant's approach, experience, staff and availability. Covers, a cover letter, separating tabs and the hourly rate sheet shall not count toward the page limit; see the table below describing what parts of the submittal are included in the page count. Body text in submittals must not be smaller than the equivalent of Arial, size 11, with 1.25 line spacing, with the exception of Attachment B, which may use smaller text but must still be legible. Please be concise; more text is not better. Pages larger than 8.5"x11" are not allowed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
