A majority of the parks fund in 2026 will go toward facility infrastructure needs at the Aspen Ice Garden and Aspen Recreation Center. The projects include replastering the recreation center’s lap pool, replacing pool drains, and addressing boiler and electric repair needs. The city plans to replace the refrigeration system at the Ice Garden. The smaller projects come after nearly $20 million in capital project work occurred two years ago. The 2025 project portfolio was reduced to allow the park fund to recover, and included the Koch Park volleyball renovation project and electrical work at the ARC. But several parks and open space projects have been pushed in order to ensure a healthy fund balance, and the department is planning to schedule some larger projects in 2027, 2028 and beyond as the city anticipates softening sales tax revenues in 2027 because of the Aspen-Pitkin County Airport project. “As staff prepared the 2026-2030 budget, staff plan to continue a focused project portfolio, and to prepare for a few larger commitments that will occur in 2027 and 2028,” a memorandum about the parks and open space budget sent to city council says. “This approach is partly driven by the anticipated softening tax revenue in 2027 due to the airport closure.” It is also in anticipation of the Conner and Willoughby park projects. The Conner Park project is part of the Armory Hall redevelopment, and will include revitalization of the park for use alongside the Armory. Funding is allocated in 2027 for Conner Park. The Willoughby Park project is part of the larger Lift One Corridor project. The parks department will be responsible for redesigning the park for the new corridor. In March, the Open Space and Trails Board defined prioritization for upcoming capital project timing. The board proposed prioritizing improvements for the driving range and snowmaking at the Aspen Golf Course for 2028; a Yellow Brick playground replacement project for 2030; the Truscott Trail project also for 2030; and the Aspen Airport Business Center to Brush Creek bridge project for 2031. The Truscott Trail and AABC to Brush Creek bridge projects are the Parks and Open Space department’s capital projects that are most closely connected to the entrance to Aspen. Over the next five years, city staff are also shifting to only initiate projects that can be designed and implemented using in-house labor. “This focus aims to reduce project costs associated with design and contracted construction fees,” the memo says. Completion of the Parks and Open Space department’s strategic plan in late 2025 could realign some priorities for the department’s anticipated projects. ___________________________________ Reference Number 0000389239 The project will include but is not limited to: removal, disposing of current lockers and installation of new lockers within the Aspen Recreation Center- Aquatics locker room. The Aspen Recreation Department seeks professional services to remove of 339 lockers and installation of new ones within our Aquatics locker rooms at our Aspen Recreation Center. These lockers are the original lockers to the building that was constructed in 2003. The current lockers are built on a 1.5-foot pedestal with benches and are made of mild steel that has not stood up to the environment of a pool. We would like to replace these with something more durable for the pool environment. This project also needs to complete during our annual closure in September 8-21, 2025.
