The purpose of this Request for Proposals is to invite Proponents to prepare and submit competitive Proposals to perform rail track construction of the inbound, outbound and transload yard tracks for the Canxport project on Ridley Island (the "Base Work") and, if an option is exercised, to perform rail track construction of the intermodal yard tracks for the Canxport project (the "Optional Work" and collectively with the Base Work the "Work") on a portion of Ridley Island, located in Prince Rupert, British Columbia (the "Project"). The Project is the final step in connection with the Prince Rupert Port Authority ("PRPA") portion of the Canxport Platform construction. Through this Request for Proposals process, PRPA is seeking to enter into a contract (the "Contract") with an experienced, qualified contractor (the "Contractor") to perform the Work. The Work consist generally of the construction of approximately 30 km of new rail track, complete with switches, stands, signage, other track jewelry, and level crossings as part of PRPA's Canxport Platform. More specifically the Work is to be completed as indicated on the construction drawings and includes: a) Base Work: Inbound, Outbound and Transload Tracks: 1) supply and install new 115-lb railway track, including tamp, lift, line and stabilize; 2) supply and install new left and righthand #10 switches; 3) supply and install new double switch point derail; 4) supply and install new sliding derail; 5) supply and install rail ballast from the Kalum Quarry LP; 6) supply and install bumping posts; 7) supply and install new timber plank crossings; and 8) supply and install new virgin rubber crossing. b) Optional Work: Intermodal Yard Tracks: 1) supply and install new 115-lb railway track, including tamp, lift, line and stabilize; 2) supply and install new left and righthand #10 switches; 3) supply and install rail ballast from the Kalum Quarry LP; and 4) supply and install bumping posts.
