Construct ion of a New Recreational Center for the Westside Community Center Pre-Construction and Construction Services for phase 1 of 2, construction of a new recreation building "REC West" in accordance with Florida Statute 287.055, known as the "Consultants' Competitive Negotiation Act" (the "CCNA"). The first phase of construction will include the following: o a two-court gymnasium o an indoor play area o meeting/rental rooms o public spaces o an e-sports room o an outdoor skate park o and offices for the Recreation Department's staff and potentially a splash pad. CMAR Services Scope: o Review and familiarize with 100% design documents o Develop construction phasing and sequencing plans o Prepare and maintain a detailed construction schedule o Provide cost estimating and value engineering as needed o Procure subcontractors and suppliers in accordance with applicable procurement laws o Manage construction activities including quality control, safety, and compliance o Coordinate with City staff, design team, and regulatory agencies o Provide commissioning and closeout services o Collaborate with the design team during design development o Provide constructability reviews and value engineering o Develop preliminary cost estimates and construction schedules o Assist in identifying long-lead items and procurement strategies o Provide Guaranteed Maximum Price (GMP) proposal based on design milestones o Manage construction activities upon completion of design, similar to Phase I General Requirements: o Demonstrated experience with CMAR delivery method for water/wastewater infrastructure o Proven ability to manage multi-phase projects with overlapping timelines o Familiarity with environmental permitting and regulatory compliance o Commitment to safety, quality, and schedule adherence o Ability to work collaboratively with City staff and design consultants Authorization for Services under the contract shall be in the form of written Purchase Order issued and executed by the City and signed by the awarded firm f awarded, the Respondent must be able to obtain a payment and performance bond equal to one hundred percent (100%) of project value from a surety company licensed in Florida and must submit proof of their present bonding capacity with their submitted bid package in the form of a current (not older than 3 months) letter from Bidder's bonding agent. Bidder's failure to include the bonding capacity letter with bid package may result in rejection of Bidder's submittal.
