The primary goal is to transform underutilized land into a vibrant, sustainable, mixed-use community that prioritizes affordable and attainable housing and may include commercial uses. The project aims to deliver a minimum of 80 affordable housing rental units, include a portion of attainable housing for moderate-income households, and generate a fair return to the State through a ground lease structure while minimizing State investment. The developer will be responsible for the full spectrum of pre-development activities, including project management, submission of a PDA work plan, architectural and engineering services, plan and schedule for Low Income Housing Tax Credits (LIHTC) applications, pre-financing activities, due diligence, financial modeling, permitting, construction estimating, project site assessment, negotiation of agreements, and submission of all required deliverables including schematic and development documents, financing plan, and budget. All necessary regulatory approvals must be secured by the developer before commencing any work.
