Reference Number 0000410248 Bid Intent Not Available Polk County is seeking qualifications from businesses engaged in civil transportation design for Public Works' Traffic Signal System Improvement Project. The purpose of this RFQ is to provide an opportunity for a competitive response from businesses engaged in civil transportation design. Questions can be submitted via the posting on BidNet Direct until 12:00 p.m. CST on Monday, February 2nd, 2026. Polk County will respond on the BidNet Direct posting which will be published as a communication by 5:00 p.m. CST by Tuesday, February 3rd . Buyer Preferences, Guidelines & Requirements General Requirements - Insurance Required Award Requirements - All or None Award The Polk County Procurement and Purchasing Division, Public Works, and the Polk County Board of Supervisors reserve the right to reject any or all proposals in whole or in part, to waive irregularities, and to accept proposals which appear to be in the best interest of Polk County. Polk County will not pay for any information herein requested, nor is it liable for any costs incurred by the firm. Polk County completed their Traffic Signal System Master Plan and the plan identifies improvements needed to monitor traffic signals along with other Intelligent Transportation Systems (ITS) improvements to be able to reduce vehicle delay, provide reduced reliable travel times, and provide the ability to adjust traffic signal timings and signal operating issues through a centralsignal managementsystem. The County does not have a signal communication network or a monitoring system for signal operations. The County needs an Advanced Traffic Management System (ATMS) along with all their signals connected to the ATMS allowing County staff to monitor and manage the traffic signals in real time. Also, the County needs updates to traffic cabinet components to include new controllers, supporting devices, battery backups, and key location remote monitoring cameras. Thus, allowing issues to be addressed efficiently allowing the signals to operate at optimal performance. The selected consultant shall be responsible for the preparation of final design plans, specifications, and supporting documentation necessary for construction bidding and permitting. The consultant will also provide construction administration services, including review and approval of contractor submittals, responses to Requests for Information (RFIs), and coordination with County staff to ensure compliance with project requirements and timely resolution of issues during construction.
