The scope of the project is: all labor, equipment, and materials to install five new storm sewer intakes, install approximately 375 linear feet of concrete pipe storm sewer, one new manhole, asphalt pavement removal and replacement, concrete curb and gutter removal and replacement, and concrete sidewalk removal and replacement. Instructions to bidders: Each bidder must accompany its bid with a bid security as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond for the faithful performance of the contract in an amount equal to one hundred percent of the contract amount. The bid security must be in the amount of ten percent of the contract and may be in the form of a cashier's check or certified check drawn on a state-chartered or federally chartered bank, a certified share draft drawn on a state-chartered or federally chartered credit union, or a bid bond with corporate surety satisfactory to the governmental entity. The bid bond must contain no conditions except as provided. Copies of the contract documents may be obtained at the Engineering Department, City Hall - Second Floor, 50 West 13th Street, Dubuque, Iowa 52001, and will also be available on the City's website. No plan deposit is required. Preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor to the extent lawfully required. The bidder should not include State of Iowa sales tax in its bid. A sales tax exemption certificate will be available for all material purchased in Iowa for incorporation into the project. Targeted Small Business (TSB) Affirmative Action and Disadvantaged Business Enterprise (DBE) policy requirements are not applicable for this project. Davis-Bacon Federal Prevailing Wage Act and related labor requirements and regulations are not applicable for this project. There will not be a pre-bid construction conference held for this project.
