The Department of Veterans Affairs, VA Connecticut Healthcare System requires comprehensive preventive maintenance, inspection, corrective service, and emergency repair for Veterans Canteen Service equipment located at the West Haven and Newington campuses. Services must include regular equipment inspection, preventative maintenance, regular maintenance, and emergency repair by an authorized commercial vendor trained by the equipment's Original Equipment Manufacturer. The scope includes scheduled preventive maintenance, inspections and periodic testing, corrective call back service for operational problems not preempted by maintenance, corrective service for issues found during inspections, and 12-hour, 5-day per week call back support with after-hours emergency services. The contractor must provide all necessary resources including parts, materials, tools, and labor. All equipment operations, maintenance, and repairs must comply with manufacturer guidelines and applicable industry standards. On-call services must include labor costs and unlimited service calls with a response to issues within six hours during standard business days. The vendor is also required to conduct at least one annual inspection, provide detailed reports and quotes for any upgrades or repairs, supply minor parts and materials as needed, and ensure prompt notification and correction of emergent repairs. Bidders must maintain a field service representative within 200 miles of both campuses, demonstrate OEM training, and maintain or source OEM parts within 24 hours. Reverse engineered or refurbished parts may only be used with explicit written permission. The contractor is responsible for ensuring all equipment meets operational standards for facility efficiency, environmental, and food safety requirements.
