The Lincoln County Forestry, Land and Parks Department is Seeking to Contract With an Individual or Entity to Replace or Reconstruct a Summer Atv Trail Bridge in the North East Part of Lincoln County The Lincoln County Forestry, Land and Parks Committee Reserves the Right to Reject Any and All Bids and Accept the Bid Most Advantageous to Lincoln County. The project is located on a summer ATV/UTV trail in the NW 1/4 SW 1/4 Sec. 14 T35N - R8E in the Township of Harrison, Lincoln County Wisconsin. Access to the site will be via the ATV trail traveling south from Hilts Lake Road. See attached location map and photos (Appendix B). The existing 98'x13' wooden bridge was constructed in 2015. Lincoln County had it inspected by an engineer due to the rotting wear decking and the sub decking being soft when trying to use fasteners. The engineer determined that the deck and wear surface were in poor condition and the stringers are only in fair condition and questionable to support an equipment load. Contractor will be responsible for removing the existing wear surface, sub-decking, railings and stringers and disposing of them at the Lincoln County Landfill. Contractor will then reconstruct those portions of the bridge with new materials. The main substructure/abutment components do not require replacement. These specifications/scope of services are intended to be primarily goal-oriented versus prescriptive in nature. Bidders shall describe their approach to the replacement of the existing bridge decking, railings and stringers with a manufacturer's warranty as well as a contractor's warranty. A scaled sample plan that depicts the proposed design of the bridge decking, stringers, railings and materials to be used utilizing the existing substructure/abutments and approaches and the dimensions of the structure must be submitted with each bid. Three complete sets of construction blueprints for the bridge, specific to the site and in compliance with the specifications listed herein, sealed by a Professional Engineer registered in the State of Wisconsin and experienced in clear-span bridge design, shall be submitted to the Lincoln County Forestry Dept. within 1 week after award of contract. The bridge plan shall include all details necessary for the construction utilizing the existing substructure and new superstructure. A copy of these plans must be submitted to DNR by Lincoln County prior to the start of construction.
