Separate sealed bids are requested for the purchase of bleach for a potable water treatment plant of 18 MGD capacity. Bleach must be ANSI/NSF Standard 60 approved, with vendors providing a certificate of approval with the bid. Bids are to be bulk and materials must meet specified requirements: liquid sodium hypochlorite, 10 percent by weight NaOCl, delivered in 4500-gallon truck load shipments, unloaded onsite by pump into 5000-gallon storage tanks. Sodium hypochlorite must be free of visible sediment, pass a 0.8 micron filter under vacuum within five minutes, and meet contaminant concentration limits for iron, copper, bromate, mercury, nickel, cobalt, and chlorate. An analysis report must accompany each delivery, including date of manufacture, percent by weight NaOCl, specific gravity, and estimated pounds per gallon of active chlorine and excess NaOH. Delivery is required within five working days of order and must be made Monday to Friday, 8 AM to 4 PM. Prices shall be for bulk quantities and remain constant for six months after acceptance of bids. The District reserves the right to reject any and all bids, and alternate bids may be accepted if the primary supplier fails to provide as specified. All invoices received after the third Wednesday of the month will be paid the following month.
